Job Overview: The position of Program Officer (Declaration of Interests) is situated within the World Bank Group’s Ethics and Internal Justice Services Vice Presidency (EIJ). This role is crucial in fostering a values-based workplace culture and ensuring adherence to the WBG’s ethical standards. The Program Officer will be part of the Advisory, Training & Values Unit (ATV), which provides ethics and compliance guidance to staff regarding the applicability of Staff Rules and the management of personal conflicts of interest risks. The officer will be responsible for administering the Staff Declaration of Interests (DOI) programs, which require a significant number of staff, Senior Leaders, and Board Officials to disclose their financial interests and outside activities annually. This position demands a proactive approach to identifying and mitigating potential conflicts of interest, ensuring that the organization maintains its integrity and ethical standards while allowing staff to focus on their core mission.
Duties and Responsibilities: The DOI Program Officer will undertake a variety of responsibilities, including but not limited to: conducting thorough analyses of DOIs to identify potential personal conflicts of interest and recommending strategies to mitigate these risks; engaging directly with staff, Senior Leaders, and Board Officials to discuss and resolve identified conflicts; assisting in the administration of the DOI Programs and platform, including guiding filers through the declaration process; contributing to pre-launch tasks such as updating DOI forms and communication templates; providing data and analysis for progress reports and audits; ensuring quality control in the DOI review process; supporting the integration of AI into the DOI system, including testing and refining AI-assisted solutions; keeping the department informed about emerging conflicts of interest risks; responding to DOI-related inquiries; and offering general support to the ATV Team on various tasks as needed.
Required Qualifications: Candidates must possess an advanced degree or equivalent in business administration, finance, economics, law, or a related field. A minimum of five years of relevant experience in Compliance, Banking, or Finance is required, along with a deep understanding of financial markets and instruments. Experience in leading or participating in Declaration of Interests or financial disclosure programs within governmental or international organizations is essential. The ideal candidate will demonstrate a strong ability to identify, analyze, and manage complex personal and financial conflict of interest risks. Excellent communication skills, both oral and written, are necessary, as is the ability to synthesize and present information clearly.
