The Green Climate Fund (GCF) was established in 2010 by the 194 countries that are Parties to the United Nations Framework Convention on Climate Change. It serves as the world’s largest dedicated climate fund, with a mission to finance transformative climate projects across developing countries. Over the past decade, GCF has financed projects amounting to over USD 20 billion across 359 projects in 135 countries, showcasing the significant impact that strategic climate finance can achieve. As GCF aims to scale its operations toward a vision of becoming a USD 50 billion fund by 2030, it emphasizes strengthening national capacities as a central aspect of its mission. GCF mobilizes both public and private sector investments through a diverse range of financing instruments and equips developing countries with the necessary resources, skills, and capacities to effectively secure and manage climate financing through its Readiness and Preparatory Support Programme. The Readiness Strategy for 2024–2027 focuses on enhancing country and regional coordination, capacity-building, and knowledge-sharing to improve access to climate finance and support the development of transformational climate investment pipelines.

Job Overview:
As the Senior Regional Readiness Consultant for the Africa Region, you will play a pivotal role in strengthening the climate finance ecosystem in Africa. Your responsibilities will include supporting readiness programming, engaging stakeholders, facilitating knowledge exchange, and developing investment pipelines. You will work closely with National Designated Authorities (NDAs) and Direct Accredited Entities (DAEs) to identify readiness needs, capacity gaps, and priority areas, and assist in crafting high-quality proposals to access GCF Readiness resources. This position will be conducted remotely, with potential travel to various countries as necessary. Your role will involve fostering collaboration among various stakeholders, including regional institutions and climate finance partners, to enhance countries' abilities to access, manage, and deploy readiness resources in alignment with national and regional climate priorities.

Duties and Responsibilities:
The Senior Regional Readiness Consultant will be responsible for a comprehensive set of duties, including: providing senior-level strategic, policy, institutional, and technical advisory support to enhance regional climate coordination and leadership; analyzing opportunities to improve access to climate finance and GCF readiness programming; supporting the development and implementation of regional priorities and engagement strategies; offering specialized technical advice on various climate-related topics; preparing and reviewing a range of documents for high-level meetings; synthesizing relevant policy materials to inform regional strategies; coordinating among various stakeholders; monitoring climate policy developments; leading the organization of consultations and technical meetings; identifying capacity needs and supporting targeted training; tracking decisions and commitments from GCF Board meetings; facilitating internal coordination and knowledge management; contributing to partnership-building and resource mobilization; and documenting lessons learned and recommendations for future engagements.

Required Qualifications:
Candidates must possess a Master’s degree in public administration/policy, economics, environmental science, development studies, climate finance, climate science, climate policy, law, renewable energy, engineering, or a closely related discipline. Additionally, candidates should have at least five years of experience in the public or private sector with a focus on climate investment and financing initiatives. Proven experience in institutional strengthening and capacity-building within developing economies is essential, as is a minimum of seven years of experience in developing climate change investment proposals. Familiarity with the African context and operational experience in providing technical assistance to government officials or organizations in developing countries is highly desirable. Strong interpersonal skills and the ability to coordinate with multiple stakeholders are also required.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as public administration/policy, economics, environmental science, development studies, climate finance, climate science, climate policy, law, renewable energy, engineering, or closely related disciplines. This advanced education is crucial for understanding the complexities of climate finance and the necessary skills to navigate the challenges faced by developing countries in addressing climate change.

Experience:
The position requires a significant level of experience, specifically at least five years in the public or private sector with a focus on climate investment and financing initiatives. Candidates should also have a minimum of seven years of experience in successfully developing climate change investment proposals, demonstrating expertise in crafting compelling funding applications and monitoring and evaluating climate change initiatives. Experience in addressing climate change issues specifically in Africa is essential, as is operational experience in providing specialized technical assistance to government officials or organizations in developing country contexts.

Languages:
Fluency in English is mandatory for this position, and proficiency in other United Nations languages is highly desirable. This linguistic capability is essential for effective communication and collaboration with diverse stakeholders across the African region and beyond.

Additional Notes:
The initial assignment for this position is for a maximum of 180 working days over a period of 12 months, with the possibility of extension based on annual performance evaluations and the continued need for the role. The Fund intends to select up to two candidates for this position, depending on organizational needs and available funding. As part of their reporting obligations, the Consultant is expected to compile a quarterly report detailing activities conducted and results achieved, which will be shared with the GCF Secretariat. Preference will be given to residents of the Africa Region for this position, and applications from women and nationals of developing countries are strongly encouraged.
