Job Overview: The System Controller position at EUROCONTROL is critical for maintaining the operational availability of air traffic management systems. The role involves continuous monitoring and incident response to ensure the safe and efficient delivery of air traffic services. The System Controller will operate autonomously, following established procedures to manage and respond to system alarms, operator messages, and reported deficiencies. This position requires a proactive approach to fault diagnosis and system reconfiguration to restore services. The successful candidate will also contribute to the verification and validation of new software and hardware products, participate in training development, and ensure compliance with safety and security" style="border-bottom: 1px dotted #007bff !important;">security procedures during incidents. Duties and Responsibilities: The duties and responsibilities of the System Controller include:
Monitoring and operating MUAC’s Air Traffic Management / Communication, Navigation & Surveillance (ATM/CNS) systems autonomously.
Interpreting operator messages, system alarms, and reported deficiencies, assessing their operational impact, and documenting them according to established processes.
Performing first-line fault diagnosis and system reconfiguration to restore ATM/CNS systems and service provision.
Initiating and coordinating first-line corrective actions in accordance with applicable processes.
Contributing to the verification, validation, and implementation of new or changed software and hardware products.
Participating in projects, training development, and initiatives aligned with the System Control Function.
Drafting clear technical reports on system, service, and equipment deficiencies.
Maintaining and improving System Control documentation, procedures, and working instructions. 1
Liaising with stakeholders to establish and maintain effective working practices. 1
Obtaining and maintaining the competencies and legally required Certificates of Competence for the System Controller function. 1
Carrying out any other tasks in line with the main purpose of the job.
Required Qualifications: Candidates must have completed post-secondary education that meets the European Qualifications Framework (EQF) level 5 or higher, along with at least three years of relevant professional experience. Internal candidates can refer to the intranet for equivalency of in-house experience. The position requires specific internal certificates, including a Certificate of Competence and an Air Traffic Safety Electronics Personnel (ATSEP) Competence Primary Intervention Certificate. Experience with first-line occurrence handling and the ITIL process is essential, as well as familiarity with monitoring and control of ATM/CNS systems or similar safety-critical systems. Candidates should also have experience working with established technical procedures and practices. An understanding of the Air Traffic Service and Data Provision Domain, as well as core IT infrastructure and workplace technologies, is advantageous.
Educational Background: The educational background required for this position includes a completed post-secondary education that aligns with the European Qualifications Framework (EQF) level 5 or higher. This educational foundation is crucial for understanding the complexities of air traffic management systems and the technical requirements of the role. Candidates should ensure that their qualifications are recognized and meet the necessary standards set by EUROCONTROL.
Experience: The position requires candidates to have a minimum of three years of relevant professional experience. This experience should include working with complex, safety-critical systems, particularly in the context of air traffic management or similar fields such as nuclear, power/water distribution, or chemical plants. Familiarity with first-line occurrence handling and the ITIL process is also essential, as is experience with established technical procedures and working practices. Candidates should demonstrate their ability to adapt to changing technical environments and maintain performance under pressure.
Languages: Candidates must be independent users of English at level C1, as defined by the Common European Framework of Reference for Languages (CEFR). Proficiency in French is also beneficial, as it is one of the working languages of the Agency. Strong drafting skills in English are necessary for preparing technical reports and documentation.
Additional Notes: The position is classified as a System Controller at the O1-O5 job level, with a salary simulation available for the basic grade. Successful candidates will undergo training to obtain the internal certification necessary for the role, during which they will receive 75% of the basic salary. Upon successful completion of the training, the salary will increase to 100% of the basic salary. Candidates will also be required to serve a probation period equivalent to the training duration. The position is open to nationals of EUROCONTROL Member States only, and external candidates will be offered an appointment for an undetermined period.
