Job Overview: The Data Management Officer will play a crucial role in supporting the Government of Lesotho in enhancing the national health information system. This position involves working closely with the Ministry of Health and various stakeholders to ensure the availability of timely and quality health data. The officer will be responsible for improving data collection, analysis, and reporting processes, which are essential for effective planning and decision-making in public health. The role requires a strong understanding of health information systems and the ability to work collaboratively with different sectors to integrate and enhance data management practices. The officer will also contribute to building national capacities in data management and analytics, ensuring that health data is used effectively to inform public health strategies and interventions.
Duties and Responsibilities: The Data Management Officer will have a wide range of responsibilities, including:
Supporting the strengthening of health information systems at national and district levels, particularly through the use of District Health Information System (DHIS2) and Integrated Disease Surveillance and Response (IDSR).
Enhancing the interoperability of data systems across different health sectors and integrating disease surveillance with climate change data.
Generating and analyzing routine immunization data on a monthly basis for dissemination to relevant stakeholders.
Assisting in the development and use of data collection tools for outbreak detection and response, including real-time data management and dashboard creation.
Conducting statistical and epidemiological analyses of health programs and emergency events, and producing dashboards and public health bulletins.
Providing training and mentorship to health program managers and data clerks on data management and quality assurance practices.
Fostering coordination and partnerships among stakeholders to improve data management and reporting processes.
Required Qualifications: Candidates must possess a first university degree in Public Health, Epidemiology, Statistics/Data Science, Health Information Systems, or Social Sciences from an accredited institution. An advanced degree in a related field is desirable. Essential skills include knowledge of health program planning and implementation, health and safety regulations, and strong analytical and organizational abilities. The candidate should also demonstrate skills in engaging with multi-sectoral partnerships and stakeholders effectively.
Educational Background: The educational background required for this position includes a first university degree in a relevant field such as Public Health, Epidemiology, Statistics/Data Science, or Health Information Systems. An advanced degree in these areas is considered an asset and may enhance the candidate's qualifications for the role.
Experience: A minimum of two years of relevant experience in public health and/or managing health-related data is essential. Experience working with UN agencies or public health programs outside of government is desirable. Candidates with experience in outbreak-related data management or health systems data management will be given preference.
Languages: Expert knowledge of English is mandatory for this position. Intermediate knowledge of Sesotho is desirable, as it will facilitate communication within the local context and enhance collaboration with local stakeholders.
Additional Notes: This position is classified as a National Professional Officer role, meaning that only applications from nationals of Lesotho will be accepted. The remuneration for this position includes an annual base salary starting at LSL 590,378, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave.
