Job Overview:
The National Supply Chain Officer will be responsible for providing operational support to the Mission’s Procurement and Logistics Unit processes. This role involves coordinating with various stakeholders, including the Chief of Mission, Resources Management Officer, Programme Managers, and Project Managers, to ensure effective planning and implementation of procurement and contractual activities for various projects. The incumbent will be tasked with procuring services and commodities, such as information technology, vehicles, medicines, and office supplies, while considering local market conditions. The position requires a strong understanding of procurement procedures and the ability to guide requisitioning units accordingly. The officer will also coordinate with the Finance Department to ensure budgetary compliance and oversee the inspection process for purchased supplies and equipment. Additionally, the role includes organizing tenders and competitive bidding processes, monitoring warehouse and asset management procedures, and maintaining organized filing systems for procurement documentation. The National Supply Chain Officer will also provide guidance and training to staff within the unit and undertake other duties as assigned.

Duties and Responsibilities:
  • Provide operational support to the Mission’s Procurement and Logistics Unit processes.
  • Support the planning and implementation of procurement and contractual activities for projects.
  • Procure services and commodities, ensuring compliance with local market conditions.
  • Guide requisitioning units on procurement procedures and available options.
  • Coordinate with the Finance Department to confirm project ID, account code, and budget line item availability.
  • Oversee the inspection process for supplies, services, and equipment to verify conformance with specifications.
  • Process and verify receipts in the system upon confirmation from requisitioners.
  • Provide procedural support on procurement-related policies and standard operating procedures.
  • Organize tenders and competitive bidding processes, including documentation compilation and offer evaluation. 1
  • Monitor warehouse and asset management procedures, including repairs and maintenance coordination. 1
  • Conduct periodic stock taking and ensure timely replenishment of office supplies. 1
  • Contribute to quarterly and annual physical inventories and maintain fixed assets registry. 1
  • Support asset disposal processes in accordance with IOM procedures. 1
  • Create and maintain organized filing systems for procurement documentation. 1
  • Assist in the preparation and administration of service agreements and contracts. 1
  • Provide guidance, training, and supervision to staff in the unit. 1
  • Undertake other duties as assigned.

Required Qualifications:
  • Master’s degree in Business Administration, Supply Chain Management, Finance, International Business, or a related field from an accredited academic institution; or a Bachelor’s degree in the above field with two years of professional experience.
  • Work experience with international humanitarian organizations, non-governmental or government institutions in a multi-cultural setting is an advantage.
  • Experience supporting results-based projects and activities.
  • Ability to work well under pressure and meet tight deadlines.
  • Strong computer literacy and knowledge of MS Office 365 and ERP systems.
  • Good negotiation and planning skills.
  • Teamwork-oriented with the capacity to work independently and efficiently.

Educational Background:
Candidates must possess a Master’s degree in Business Administration, Supply Chain Management, Finance, International Business, or a related field from an accredited institution. Alternatively, a Bachelor’s degree in the aforementioned fields is acceptable if accompanied by two years of relevant professional experience. Accredited institutions are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have relevant work experience, particularly with international humanitarian organizations or government institutions. Experience in a multi-cultural setting is considered an advantage. Candidates should have a proven track record of supporting results-based projects and activities, demonstrating the ability to work effectively under pressure while adhering to tight deadlines.

Languages:
Fluency in one of IOM's official languages (English, French, Spanish) is mandatory for all staff members. For this specific position, fluency in both English and Spanish is required, both orally and in writing. The proficiency of the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract type for this position is Special Short Term Graded, with an initial duration until December 31st, 2026, and it is renewable.
