Job Overview:
The position of Consultor/a local para el fortalecimiento del control de importaciones de COP involves providing expert consultancy services aimed at enhancing the control of imports in Costa Rica. The consultant will work closely with competent authorities to develop their capacities and improve the regulatory framework surrounding import controls. Duties and Responsibilities:
The duties and responsibilities of the consultant include but are not limited to: conducting a comprehensive assessment of the current import control systems in place; collaborating with government officials and stakeholders to identify areas for improvement; designing and implementing training programs for relevant authorities to enhance their operational capabilities; developing policy recommendations based on best practices and international standards; preparing detailed reports on findings and progress; facilitating workshops and discussions to promote stakeholder engagement; ensuring that all activities align with UNDP's strategic objectives and contribute to sustainable development goals; and providing ongoing support and guidance throughout the consultancy period to ensure successful implementation of proposed strategies.
Required Qualifications:
Candidates must possess a strong background in international trade, customs regulations, or a related field. A proven track record of working with government agencies or international organizations on trade-related projects is essential. Additionally, candidates should demonstrate excellent analytical and problem-solving skills, as well as the ability to communicate effectively with diverse stakeholders. Familiarity with the legal and regulatory frameworks governing imports in Costa Rica is highly desirable. The consultant should also have experience in capacity building and training, showcasing their ability to transfer knowledge and skills to others.
Educational Background:
A minimum of a Master's degree in international trade, economics, public policy, or a related field is required. Candidates with a Bachelor's degree combined with extensive relevant experience may also be considered. Additional certifications or training in customs management or trade facilitation will be an advantage.
Experience:
The ideal candidate should have at least 5 years of professional experience in the field of international trade, customs, or regulatory compliance. Experience working with governmental bodies or international organizations, particularly in the context of import controls, is crucial. The consultant should also have a demonstrated ability to manage projects effectively and deliver results within specified timelines.
Languages:
Fluency in Spanish is mandatory, as all communications and documentation will be conducted in this language. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and access to global best practices.
Additional Notes:
This consultancy is classified as an individual contractor position, and it is expected to last for a total of 8 months, amounting to 240 calendar days. The consultant will be required to submit their proposals through the UNDP Quantum supplier portal by the specified deadline. It is important to note that this opportunity is open to individuals only; proposals from legal entities or groups of individuals will not be accepted. The position is part-time, and compensation will be determined based on the consultant's qualifications and experience.
