Job Overview:
The position of Individual National Consultant (National) – Economist / Statistician is primarily focused on public policy evaluation and digital service delivery. The consultant will be responsible for analyzing economic data and statistics to inform policy decisions and improve service delivery in the context of the Mayors Challenge in Rio de Janeiro. The role requires a deep understanding of economic principles and statistical methods, as well as the ability to communicate findings effectively to stakeholders. The consultant will work closely with local government officials and other partners to develop strategies that enhance the efficiency and effectiveness of public services. This position is home-based, with occasional meetings required in Rio de Janeiro, allowing for flexibility while ensuring that the consultant remains engaged with local stakeholders.
Duties and Responsibilities:
The duties and responsibilities of the Individual National Consultant include but are not limited to: conducting comprehensive economic analyses and statistical evaluations related to public policy; developing and implementing methodologies for data collection and analysis; preparing detailed reports and presentations that summarize findings and recommendations; collaborating with local government officials to identify areas for improvement in service delivery; providing technical assistance and training to government staff on data analysis and interpretation; ensuring that all work aligns with UNDP's strategic objectives and guidelines; participating in meetings and workshops to discuss findings and gather feedback; and maintaining effective communication with UNDP and other stakeholders throughout the assignment.
Required Qualifications:
Candidates must possess a strong background in economics and statistics, with proven experience in public policy evaluation. A thorough understanding of quantitative and qualitative research methods is essential. Additionally, candidates should demonstrate strong analytical skills, attention to detail, and the ability to work independently as well as part of a team. Familiarity with digital service delivery frameworks and tools is highly desirable. The consultant should also have excellent communication skills, both written and verbal, to effectively convey complex information to diverse audiences.
Educational Background:
A master's degree in economics, statistics, public policy, or a related field is required for this position. Candidates with a Ph.D. in a relevant discipline will be given preference. Additional certifications or training in data analysis, econometrics, or public administration will be considered an asset.
Experience:
A minimum of 5 years of professional experience in economic analysis, statistical evaluation, or public policy is required. Experience working with government agencies or international organizations, particularly in the context of public service delivery, is highly valued. The consultant should have a track record of successfully managing projects and delivering results within specified timelines.
Languages:
Fluency in Portuguese is mandatory, as the consultant will be working primarily in Brazil. Proficiency in English is also required, as it is the working language of UNDP. Knowledge of additional languages, particularly Spanish, will be considered an advantage.
Additional Notes:
This position is classified as an individual contractor role, which means it is not a permanent position but rather a contractual engagement. The consultant will work on a part-time basis, with specific deliverables and timelines outlined in the contract. The role is home-based, providing flexibility in work arrangements, but the consultant must be available for meetings in Rio de Janeiro as needed. Compensation will be commensurate with experience and qualifications, and the contract duration will be specified in the agreement.
