Job Overview:
The Chief Technical Specialist (CTS) will play a pivotal role in leading the technical aspects of the project 'Accelerating PNG's Sustainable Blue Economy through Strengthened Governance and Investment in Marine Areas.' This project is a significant initiative funded by the Global Environment Facility (GEF) aimed at enhancing the protection and sustainable use of Papua New Guinea's coastal and marine ecosystems. The CTS will provide strategic guidance and quality assurance for the project, ensuring that all interventions align with international best practices and meet the requirements of GEF, UNDP, and the Government of Papua New Guinea. The role involves close collaboration with various stakeholders, including national project teams, international advisors, and technical experts, to ensure effective implementation and monitoring of project activities. The CTS will also be responsible for capacity building among project staff and partners, fostering knowledge exchange, and promoting sustainable practices in marine resource management.

Duties and Responsibilities:
The Chief Technical Specialist will have a comprehensive set of responsibilities, including: 1) Providing strategic technical leadership and quality assurance for the project, ensuring high-quality implementation aligned with international best practices. 2) Overseeing project monitoring, evaluation, and adaptive management processes, including guiding the implementation of the project M&E plan and managing project risks. 3) Strengthening the capacities of the project team and partners through technical training and support, including designing and delivering on-the-job training. 4) Supporting coordination, partnerships, and knowledge management by liaising with various stakeholders and participating in relevant technical platforms. 5) Offering strategic guidance on resource mobilization and financing opportunities to support project implementation and sustainability. 6) Engaging in stakeholder consultations and capacity-building initiatives with government counterparts, civil society, and local communities. 7) Ensuring that all technical documents and deliverables meet the required standards and are coherent across different project components and geographies.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree) in Marine Biology, Ocean Governance, Natural Resource Management, Environmental Science, Ecology, or a closely related discipline. Alternatively, a first-level university degree (Bachelor's degree) in the aforementioned fields, combined with two additional years of relevant experience, will be considered. The role requires a minimum of 7 years of progressively responsible experience in marine biodiversity conservation, Marine Protected Area (MPA) management, marine spatial planning, and sustainable fisheries management, particularly within the Pacific Islands region or Papua New Guinea. Candidates should demonstrate experience in project advisory roles, stakeholder engagement, and capacity building with various partners.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree) in relevant fields such as Marine Biology, Ocean Governance, Natural Resource Management, Environmental Science, or Ecology. A first-level university degree (Bachelor's degree) in these fields, along with additional relevant experience, may also be acceptable. This educational foundation is essential for understanding the complexities of marine ecosystems and the governance frameworks necessary for sustainable management.

Experience:
The position requires a minimum of 7 years of relevant experience for candidates with a Master's degree, or 9 years for those with a Bachelor's degree. This experience should encompass marine biodiversity conservation, MPA management, marine spatial planning, and sustainable fisheries management, with a focus on in-country experience in the Pacific Islands or Papua New Guinea. Candidates should have a proven track record in providing project advisory support, ensuring technical quality assurance, and engaging with stakeholders across various sectors.

Languages:
Fluency in English is mandatory for this position. Knowledge of Tok Pisin or other official languages of Papua New Guinea is considered an advantage, as it may facilitate communication with local stakeholders and enhance engagement in project activities.

Additional Notes:
This position is office-based in Port Moresby, Papua New Guinea, with travel to project sites as required. The role is expected to be full-time, and candidates should be flexible with their availability to accommodate coordination across different time zones.
