The United Nations Development System was restructured on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). This reform led to the establishment of the UN Resident Coordinator Offices (UN RCO), which are led by an independent UN Resident Coordinator. The UN Development Operations Coordination Office (DCO) was transformed into a stand-alone office that oversees the resident coordinator system. The DCO's mission is to ensure that the UN system is optimally configured to support the acceleration of the 2030 Agenda, focusing on data, digital innovation, and a mission-driven culture. The UN RCO in Port Moresby, Papua New Guinea, plays a crucial role in supporting the country's development priorities and SDG attainment.

Job Overview:
The Associate Communications Officer is responsible for maintaining relationships with various stakeholders, including management, other communications specialists, and external partners. This role involves planning and coordinating communication activities, supporting reporting efforts, and providing updates on activities. The officer will also engage with counterparts in UN agencies, government officials, civil society, and media to build partnerships and coordinate activities. The position requires a proactive approach to communication strategies, ensuring that the UN's work is effectively communicated to target audiences through various channels. The officer will contribute to media mapping, drafting narratives, and creating compelling content that resonates with diverse audiences. Additionally, the role includes acting as a spokesperson when necessary and supporting the Crisis Management Team as required.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including:
  • Gathering insights from media monitoring to inform communication strategies.
  • Implementing communications strategies that raise awareness and drive engagement.
  • Drafting narratives and messaging for diverse audiences.
  • Mapping media outlets and fostering relationships with them.
  • Developing media lines for crisis situations.
  • Planning and coordinating press events.
  • Acting as a spokesperson when needed.
  • Creating optimized content for various platforms.
  • Producing communications products like press releases and reports. 1
  • Developing and implementing impactful communications campaigns. 1
  • Coordinating strategic communications partnerships. 1
  • Delivering outreach and advocacy strategies. 1
  • Creating content for UN and community radio channels. 1
  • Updating policies and training related to strategic communications. 1
  • Assisting in reporting for governmental bodies. 1
  • Staying updated on communication trends and technologies. 1
  • Maintaining confidentiality and integrity in handling sensitive information. 1
  • Monitoring and analyzing communications strategies for effectiveness. 1
  • Collecting and analyzing data to identify trends and insights. 2
  • Performing other duties as assigned.

Required Qualifications:
Candidates must demonstrate professionalism, critical thinking, and public speaking skills. They should possess knowledge of digital design and the ability to analyze data for decision-making. The role requires effective communication skills, both written and verbal, with the ability to tailor messages for different audiences. Planning and organizing skills are essential, including the ability to set clear goals and adjust priorities as needed. The candidate should be motivated by professional concerns and demonstrate persistence in overcoming challenges. A commitment to gender perspectives and equal participation is also required.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, digital communications, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of degree and non-degree programs in data analytics or related fields is an advantage.

Experience:
A minimum of two years of progressively responsible experience in developing and implementing communications strategies is required. Candidates should have demonstrated knowledge of strategic communications principles and practices, as well as the ability to draft clear messages for diverse audiences. Experience in creating engaging content and familiarity with current digital media platforms is desirable. Additionally, experience in data analytics or related areas is a plus.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the UN, but proficiency in French is not mandatory for this position.

Additional Notes:
This is a Fixed Term position for a duration of one year, with no expectation of renewal. The appointment is subject to budgetary approval and the availability of the post. This position is open only to nationals of Papua New Guinea, and candidates must have a national context in their functions. If no suitable local candidates are found, Papua New Guinea nationals residing elsewhere may be considered, but they will be responsible for relocation costs.
