Job Overview: The Programme Policy Officer (Partnerships) will play a critical role in managing and enhancing partnerships with various stakeholders, including NGOs, UN agencies, academia, and government institutions. Reporting to the Deputy CountryDirector, this position is integral to the implementation of WFP's Country Strategic Plan (CSP) for Tanzania, which emphasizes a more integrated humanitarian-development approach. The officer will be responsible for developing and managing Partnership Agreements, ensuring compliance with corporate guidelines, and providing leadership and training to staff involved in partnership management. This role requires a strategic mindset to build effective relationships and ensure the successful execution of WFP's programs and activities in Tanzania.
Duties and Responsibilities:
Build and maintain effective partnerships with NGOs, UN agencies, academia, and government institutions to facilitate the implementation of WFP activities and programs.
Guide the development and management of Field Level Agreements (FLAs), Memorandums of Understanding (MoUs), and Letters of Understanding (LoUs), ensuring adherence to corporate guidance throughout the process.
Provide training and orientation to WFP staff and partners on the UN Partners Portal (UNPP) process.
Convene and support Cooperating Partners Committee (CPC) and CP Technical Evaluation Committee (CPTEC) meetings, acting as Secretary and ensuring compliance with technical and financial evaluation processes.
Respond to queries from cooperating partners regarding selection processes, performance evaluations, and capacity-building requirements.
Oversee the implementation of Special Operating Procedures for FLA/MoU/LoU management and update these procedures as necessary.
Collaborate with Activity Managers to ensure timely submission of quality progress reports and invoices by partners, utilizing corporate systems for processing.
Participate in compliance spot checks with Finance and Supply Chain units, drafting reports for management.
Support capacity strengthening initiatives for partners and WFP staff on FLA processes, including budgeting and performance assessments. 1
Maintain an up-to-date Partnerships Tracking Sheet and provide timely notifications regarding the expiry of agreements. 1
Manage requests for budget revisions, extensions, and amendments to existing agreements. 1
Additional professional training in project management, statistical analysis, or operational planning is desirable.
Strong organizational and planning skills, with proven experience in effectively collaborating with partners during project execution.
Ability to communicate complex matters clearly and effectively, both orally and in writing.
Capacity to work independently and as part of a team, valuing diverse opinions and fostering open dialogue.
Educational Background: A university degree in a relevant field such as Business Administration, Partnership, Project Management, or Economics is required. Additional training in project management or statistical analysis is considered an asset, enhancing the candidate's ability to perform effectively in this role.
Experience: Candidates should possess at least 4 to 6 years of experience in a similar position, demonstrating the ability to perform analysis of medium complexity and present findings to diverse audiences. Experience in managing partnerships and executing projects is essential, along with strong organizational skills and the ability to work systematically and independently.
Languages: Fluency in English and Swahili is mandatory, with proficiency in additional languages considered a plus. Candidates should be able to communicate effectively in both languages, ensuring clear understanding and collaboration with diverse stakeholders.
