Job Overview:
The Associate Director of Supply Chain Management plays a crucial role in providing strategic and technical leadership to enhance Tanzania's public health supply chain and pharmaceutical services. This position is responsible for ensuring sustainable access to safe, effective, quality-assured, and affordable health commodities. The Associate Director will oversee efforts to strengthen both national and sub-national supply chain systems while building the capacity of personnel to manage health commodities effectively. The role involves shaping the strategic direction of the supply chain portfolios and leading the design and implementation of innovative solutions within the supply chain ecosystem. The incumbent will also be responsible for documenting best practices and ensuring successful planning, quality implementation, performance monitoring, and evaluation of all supply chain activities.

Duties and Responsibilities:

• Leadership and Strategic Direction: Set the overall strategic direction for the supply chain portfolio, establishing measurable performance indicators aligned with project objectives and donor priorities. Provide leadership to ensure the achievement of supply chain objectives and performance targets. Offer technical guidance to the supply chain team, fostering a culture of high performance and continuous learning. Lead the supply chain work-planning process in collaboration with project leadership, ensuring alignment with annual work plans and budgets.
• Program Management and Oversight: Ensure compliance with donor, programmatic, operational, and financial requirements. Oversee the implementation of supply chain activities, monitoring progress against work plans, milestones, and budgets. Identify risks and develop mitigation strategies to achieve project objectives. Manage consultants, sub-partners, and technical advisors involved in supply chain activities.
• Monitoring, Evaluation, and Learning (MERL): Coordinate with the Director of Strategic Information to support effective monitoring and evaluation of supply chain activities. Analyze supply chain performance data to inform decision-making and program adaptation. Ensure timely and high-quality reporting on project progress and achievements.
• Stakeholder Engagement: Serve as the primary contact for strategic engagement with government counterparts, donors, and implementing partners. Foster collaborative relationships to strengthen ownership and sustainability of supply chain interventions. Represent the project at relevant technical working groups and external forums.
• Knowledge Management and Quality Improvement: Collaborate with the Senior Technical Advisor to document and disseminate supply chain achievements and best practices. Promote the use of evidence and data to enhance supply chain systems and program performance. Ensure compliance with donor regulations and organizational policies.

Required Qualifications:

• A Master's degree (or international equivalent) in public health, supply chain management, institutional development, or a related field is required.
• Project Management Professional (PMP) certification or equivalent project management certification is preferred.
• Strong analytical, problem-solving, and report-writing skills are essential, with the ability to interpret performance data and develop actionable recommendations for improvement.
• Demonstrated ability to build and maintain effective relationships with government counterparts, donors, and other stakeholders is crucial.
• Excellent communication and stakeholder management skills are required, along with fluency in written and spoken English and Kiswahili.

Educational Background:
Candidates must possess a Master's degree or its international equivalent in fields such as public health, supply chain management, or institutional development. A Project Management Professional (PMP) certification or an equivalent project management certification is preferred, indicating a strong foundation in project management principles and practices.

Experience:
The position requires a minimum of 10 years of progressively related professional experience, including at least 3 years in leadership and line management roles. Candidates should have demonstrated experience managing donor-funded projects in developing countries, with a preference for those who have led large and complex supply chains or managed significant health supply chain technical assistance projects in low- and middle-income countries. Additionally, a minimum of 5 years of experience working on supply chain or pharmaceutical management projects in similar contexts is necessary.

Languages:
Fluency in both written and spoken English and Kiswahili is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The expected hiring salary range for this role is between TZS 90,000,000 and TZS 130,000,000 for annual basic salary. The final offer will take into account various factors, including relevant years of experience, education, internal equity, market pay, and budget considerations.
