Job Overview:
The IOM Consultant Type B - Migration Health Physician position is designed to provide part-time medical assistance to migrant beneficiaries accessing IOM medical services. The consultant will coordinate medical referrals with relevant hospitals and medical facilities, ensuring close follow-up on the treatment progress and medical conditions of all cases. The role involves providing support for medical services for migrants in governmental health facilities, identifying special health needs, and advocating for individuals or groups. The consultant will contribute to strengthening and monitoring mechanisms for quality health services, undertake health needs assessments, and ensure the presentation of psychosocial needs to caseworkers. Additionally, the consultant will conduct health promotion activities, liaise with community leaders, and coordinate the storage and maintenance of medical supplies. The position requires a commitment to gender-sensitive services and the ability to represent IOM in health sector meetings.

Duties and Responsibilities:

• Provide part-time medical assistance for migrant beneficiaries accessing IOM medical services.
• Coordinate medical referrals with relevant hospitals and medical facilities and closely follow up on the progress of treatment and medical conditions of all cases.
• Provide support for medical services for migrants in governmental health/medical facilities whenever requested.
• Identify and advocate for special health needs for individuals/groups and liaise with relevant health actors/partners to facilitate service provisions.
• Contribute to strengthening and monitoring mechanisms for ensuring quality health services and identifying beneficiaries' potential protection concerns for all vulnerable categories (children, pregnant and lactating women, beneficiaries with disabilities, and elderly patients).
• Undertake health needs assessments of the migrant population, maintaining an ongoing monitoring system to assure adequacy of service provisions, including emergency response.
• Highlight and ensure the presentation of psychosocial needs to Migrant Assistance Service caseworkers for further follow-up.
• Monitor the completion of pre-departure medical checks for migrants willing to return home voluntarily and coordinate all necessary medical procedures related to AVRR, including provision of medical escort for cases requiring assistance during travel.
• Conduct health promotion activities for migrants and host communities based on common health issues affecting migrants. 1
• Liaise with community leaders and health networks in migrant-dense communities to understand and remain updated on migrant needs and health concerns. 1
• Coordinate the proper storage, maintenance, and procurement of basic medical equipment and supplies for the IOM Migration Health Unit. 1
• Regularly review services from a gender perspective and make recommendations to improve gender mainstreaming. 1
• Assist the medical team in conducting medical convoys and basic medical services at the field level. 1
• Write, consolidate, and submit individual case reports, monthly progress reports, and statistical reports as requested. 1
• Represent IOM in health sector meetings when required. 1
• Perform other duties as assigned.

Required Qualifications:
The position requires a University Degree in Medicine from an accredited institution, along with a minimum of three years of continuous clinical work experience. Specialties in general medicine or emergency medicine are considered an advantage. Candidates should have proven experience in community outreach and dialogue, as well as practical monitoring and evaluation experience. Proficiency in Microsoft Office applications, including Word, Excel, Internet, PowerPoint, and Email, is essential. Experience working in emergency situations and with emergency cases is also required.

Educational Background:
Candidates must possess a University Degree in Medicine from an accredited institution. This educational background is crucial for understanding the medical needs of migrants and providing appropriate care and support.

Experience:
The ideal candidate should have a minimum of three years of continuous clinical work experience. Experience in community outreach, emergency situations, and practical monitoring and evaluation is essential. Familiarity with the humanitarian context of medical assistance relevant to different migrant populations is also important.

Languages:
Fluency in French and Arabic is required for this position. A working knowledge of English is desirable, and proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The consultancy covers occupational accidents and illnesses under the Compensation Plan (CP) free of charge for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accidents or illnesses and must provide written proof of such coverage before commencing work.
