Job Overview:
The Operations Assistant (Charter Movements) will play a crucial role in supporting the operations team under the supervision of the Deputy Chief of Mission and the Operations Officer. The incumbent will ensure the orderly and timely implementation of the program by coordinating charter requests, liaising with various units, and managing logistics related to the movement of migrants. This position requires a proactive approach to problem-solving and effective communication skills to facilitate smooth operations. The Operations Assistant will be responsible for maintaining compliance with IOM's established procedures and ensuring that all necessary documentation and arrangements are in place for the successful execution of charter movements. The role demands a high level of organization and attention to detail to manage the complexities of migrant transportation effectively.

Duties and Responsibilities:
The incumbent will be responsible for sending requests for charters to the Charter Movement Management (CMM), coordinating with receiving missions, and managing name lists and charter flight details. They will ensure timely distribution of Advance Booking Notifications (ABNs) and landing permit requests, as well as manage additions and deletions to the final manifest while ensuring compliance with Standard Operating Procedures (SOPs) and procedures of the Migration Management (MMM), Humanitarian Intervention Team (HIT), and Movement Information Management Operational Support Application (MiMOSA). Daily coordination with IOM airport staff, finance, medical, and other relevant units on charter movement-related issues is essential. The Operations Assistant will also coordinate ground transport arrangements for migrants traveling from embassies or detention centers to international departure points and liaise with the IOM Medical Unit to ensure logistics and follow-up on medical procedures are completed in a timely manner. They will prepare accurate and timely movement statistical reports for the Operations Unit and control record-keeping of Proflight files, ensuring timely closure of files and handover to the Finance Operations Assistant team for further processing of invoices. The role may also include performing other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a minimum of five years of working experience with secondary education (high school diploma) or three years of working experience with a Bachelor’s degree. Accredited universities are those listed in the UNESCO World Higher Education Database. Prior experience in Movement Operations or transportation is a strong advantage, along with strong computer skills in Word, Excel, and Internet applications. Familiarity with Movement Operations-related databases and systems, including iGATOR, MiMOSA, SAR, and Amadeus, is also considered a strong advantage. Candidates should demonstrate a commitment to IOM's values and competencies, including teamwork, delivering results, managing and sharing knowledge, accountability, and communication.

Educational Background:
The educational background required for this position includes a secondary education (high school diploma) for candidates with five years of experience or a Bachelor’s degree for those with three years of relevant experience. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have received a quality education that meets international standards.

Experience:
The level of experience required for this position includes a minimum of five years of relevant working experience with a secondary education or three years with a Bachelor’s degree. Candidates with prior experience in Movement Operations or transportation will have a significant advantage. Additionally, strong computer skills and familiarity with Movement Operations-related databases and systems are highly desirable, indicating that candidates should have practical experience in managing logistics and operations related to migrant movements.

Languages:
Fluency in English is required for this position, both oral and written. All IOM staff members are required to be fluent in one of the IOM's official languages, which include English, French, and Spanish. Proficiency in additional languages may be beneficial and will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements effectively.

Additional Notes:
The position may be subject to funding confirmation, and any offer made to the candidate will depend on this condition. The selection process may also be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
