Job Overview:
The position of International Consultant involves leading the development of Standard Operating Procedures (SOPs) for civil society organizations (CSOs) that support migrants in Georgia. This consultancy is part of the IOM's project 'Building Resilient Futures for Migration-Prone Populations in Georgia (REforM)', which aims to strengthen migration governance through rights-based and sustainable approaches. The consultant will work closely with a National Consultant and will be responsible for creating a standardized framework that guides CSOs in providing advocacy, information, and support services to migrants. The role requires a deep understanding of the legal and institutional frameworks related to migration, as well as the ability to analyze and integrate international good practices into the SOPs. The consultant will also engage in stakeholder consultations and validation processes to ensure that the SOPs are practical and context-specific, ultimately enhancing the protection and inclusion of migrant populations in Georgia.

Duties and Responsibilities:
The International Consultant will undertake a variety of tasks, including reviewing and validating legal and institutional analyses related to migration, analyzing international good practices, and developing SOPs that include workflows, roles, and responsibilities for CSOs. The consultant will also create practical tools such as case intake forms and vulnerability screening checklists, ensuring that these tools adhere to data protection principles. Additionally, the consultant will facilitate stakeholder consultations, lead validation workshops, and develop capacity-building activities for CSOs to ensure effective implementation of the SOPs. The consultant will be responsible for preparing all technical documentation required throughout the assignment and providing recommendations for the sustainability of the SOPs beyond the project duration.

Required Qualifications:
Candidates must possess an advanced postgraduate degree (PhD, MA, MSc) in relevant fields such as Law, Human Rights, Social Sciences, or Migration Studies. Strong knowledge of legal and institutional frameworks related to migration and labor migration is essential, along with experience in developing SOPs or operational frameworks in public administration or civil society service delivery. The consultant should demonstrate experience in designing referral mechanisms and case intake procedures, as well as engaging with various stakeholders in migration governance. Excellent analytical, drafting, and report-writing skills in English are required, and familiarity with the Georgian migration context will be considered an asset.

Educational Background:
An advanced postgraduate degree (PhD, MA, MSc) in Law, Human Rights, Social Sciences, Sociology, Public Policy, Migration Studies, Public Health, Gender Studies, or other relevant disciplines is required for this position. This educational background is crucial as it provides the necessary theoretical and practical knowledge to understand the complexities of migration governance and the legal frameworks that affect migrants' rights and access to services.

Experience:
The position requires significant experience in the field of migration governance, particularly in developing or supporting Standard Operating Procedures (SOPs) and operational frameworks. Candidates should have a proven track record of engaging with government institutions, international organizations, and civil society actors in migration-related areas. Experience in qualitative research and consultative processes, including stakeholder consultations and workshops, is also essential. Familiarity with migrant support systems and case management approaches will be advantageous.

Languages:
Fluency in English is mandatory for this consultancy. The selection process may include evaluations of language proficiency through written and/or oral assessments. While English is the primary language required, knowledge of additional languages relevant to the migrant populations in Georgia may be considered beneficial.

IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
