Job Overview:
The Resource Mobilisation Consultant will play a crucial role in developing the Resource Mobilization Strategy and Implementation Plan for the UN Women Multi-Country Office - Caribbean. This position requires a strategic thinker who can analyze the current landscape of funding for gender equality initiatives and identify innovative funding opportunities beyond traditional donor support. The consultant will work closely with the Deputy Representative and other stakeholders to ensure that the strategy aligns with the MCO's goals and the broader UN Multi-Country Sustainable Development Framework. The consultant will be responsible for conducting a comprehensive desk review of relevant documents, performing a scoping and trend analysis of Official Development Assistance (ODA) and humanitarian assistance, and drafting the Resource Mobilization and Implementation Plan. The role also involves creating targeted briefing notes and presentations to support donor outreach efforts, focusing on key areas such as ending violence against women and girls, women's economic empowerment, and disaster risk resilience.

Duties and Responsibilities:

• Develop an inception report outlining the key steps for the Resource Mobilization Strategy and Implementation Plan.
• Conduct a desk review of key documents, including the UN Women MCO - Caribbean 2022 – 2026 Strategic Note, evaluation reports, and donor landscape assessments.
• Undertake a scoping and trend analysis of ODA and humanitarian assistance for gender equality in the Caribbean.
• Collaborate with a private sector financing expert to identify funding opportunities from philanthropic foundations, private sector, government funding, and multilateral sources.
• Draft the MCO Resource Mobilization and Implementation Plan.
• Work with program leads to develop seven targeted briefing notes and presentations for donor pitches on various topics related to gender equality and women's empowerment.
• Ensure all deliverables are completed by the specified deadlines, including the inception report, scoping analysis, resource mobilization plan, and briefing notes.

Required Qualifications:

• Education: A Master’s degree in economics, business administration, social sciences, gender/women’s studies, international development, or related fields is required. Alternatively, a Bachelor’s degree with two additional years of qualifying experience may be accepted.
• Experience: At least 7 years of professional work experience in resource mobilization and business development is required. Candidates with a Bachelor's degree must have at least 9 years of experience. Experience in gender equality and women's empowerment is an asset, as is experience working with civil society organizations, international institutions, and donors. Familiarity with the UN system is also beneficial.
• Skills: Excellent facilitation and communication skills, strong analytical abilities, and a good understanding of gender equality issues are essential. Candidates should demonstrate the ability to gather and interpret data, present findings effectively, and pay attention to detail.

Educational Background:
Candidates must possess a Master’s degree in a relevant field such as economics, business administration, social sciences, gender/women’s studies, international development, or international relations. A Bachelor’s degree may be acceptable if accompanied by additional qualifying experience, specifically two years for a total of nine years of relevant work experience.

Experience:
The position requires a minimum of 7 years of professional experience in resource mobilization and business development. Candidates with a Bachelor's degree must have at least 9 years of relevant experience. Experience in gender equality and women's empowerment initiatives is highly valued, as is familiarity with working in the UN system and with various stakeholders, including civil society organizations and donors.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not specified as a requirement.

Additional Notes:
This is a home-based consultancy position, meaning no travel is required. The consultant will report to the Deputy Representative and will be expected to adhere to UN Women’s values and competencies framework.
