The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, led by an independent UN Resident Coordinator who represents the UN Secretary-General at the country level. The Development Operations Coordination Office (DCO) was transformed into a stand-alone office to oversee the resident coordinator system and ensure optimal support for the SDGs. The DCO's recalibration in 2026 aimed to align with the UN's strategic shift towards data-driven and innovative approaches to development.

Job Overview:
The Partnerships Officer is responsible for providing strategic support to the UN Resident Coordinator and the UN Country Team (UNCT) in fostering partnerships that advance the SDGs. This role involves advising on the development and implementation of the UN Partnership Strategy, coordinating with various stakeholders, and facilitating partnerships with civil society, the private sector, and other non-traditional partners. The officer will also participate in resource mobilization initiatives and support the management of pooled funds for the UN Sustainable Development Cooperation Framework. The position requires a proactive approach to identifying risks and opportunities in partnerships, as well as contributing to knowledge management and capacity development related to partnerships and resource mobilization.

Duties and Responsibilities:

• Assist with substantive support for strategic planning and coordination of UNCT strategic partnerships for SDG achievement, including advising on the UN Partnership Strategy and supporting working groups for effective implementation.
• Participate in joint partnership and resource mobilization initiatives, providing support for the development of resource mobilization strategies and monitoring existing partnerships.
• Work closely with the Resident Coordinator Office Economist and other finance experts to promote partnerships that support financing for the SDGs, preparing briefing papers and contributing to advocacy efforts.
• Contribute to knowledge management and capacity development by promoting collaboration and sharing best practices within the UN system.
• Collect and analyze data to identify trends and provide insights for decision-making and reporting.
• Perform other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics or related fields is an advantage. Candidates should demonstrate professionalism, effective communication skills, and a client-oriented approach in their work.

Educational Background:
An advanced university degree (Master's degree or equivalent) in relevant fields such as business administration, public administration, sustainable development, social sciences, or education is required. A first-level university degree with additional qualifying experience may be considered. Completion of degree and non-degree programs in data analytics or business analytics is advantageous.

Experience:
A minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in development cooperation is required. Candidates should have experience in developing strategic partnerships with stakeholders such as the UN, government, private sector, and civil society organizations. Experience in designing and implementing partnerships, resource mobilization strategies, and knowledge management in development cooperation is desirable. Familiarity with financing for the SDGs and preparing project proposals is also required.

Languages:
Fluency in English and Arabic is required for this position. Candidates must demonstrate proficiency in reading, writing, listening, and speaking in both languages at UN Level III. Knowledge of French is an asset but not mandatory.

Additional Notes:
This is a fixed-term position for an initial period of one year, with the possibility of extension subject to budgetary approval and availability of funds. The position is open to nationals of Syria only, and candidates residing outside Syria may be considered if no suitable local candidates are found.
