The ICT Senior Associate - Solution Design position is crucial for managing and executing technical support related to the design and development of software solutions. This role is embedded within a dynamic development environment, focusing on creating and enhancing analytical and monitoring tools for critical procurement, supply chain, and contract management processes. The associate will be responsible for systematizing information, particularly for technical-financial evaluations in bidding processes, and generating business intelligence reports to support decision-making. The position involves designing, developing, and implementing software solutions, as well as training staff on their use and maintenance. The associate will ensure the integrity, speed, and accuracy of technical services while adhering to defined quality standards.
Duties and Responsibilities:
Required Qualifications:
The position requires a completed secondary education. A bachelor's degree in Computer Systems Engineering, Computer Science, or related fields is preferred and may substitute for required years of experience. Knowledge of standards for system documentation is desirable, along with familiarity with analysis methodologies such as UML, RUP, or others. Knowledge of Agile/Scrum methodologies is also beneficial.
Educational Background:
The educational background required for this position includes a completed secondary education and a bachelor's degree in a relevant field such as Computer Systems Engineering, Computer Science, or similar areas. This educational requirement can be substituted with relevant years of experience in the field. Familiarity with system documentation standards and methodologies for analysis is desirable, as well as knowledge of Agile/Scrum methodologies.
Experience:
The position requires at least 7 years of experience in software development in a web environment using tools such as .NET, C#, Python, Java, PHP, Angular, Bootstrap, Visual Studio.net, or others. Experience in designing and developing IT tools for project monitoring and tracking, or supply chain and logistics control, as well as databases for bidding processes, is essential. Experience in designing and coding websites and applications, building graphical interfaces, and managing databases for generating analytical reports is also required. Desirable experience includes implementing databases for web applications using tools such as PL/SQL, MySQL, SQL Server, or others, as well as experience in supporting and executing activities aimed at standardizing processes and working with UN agencies.
Languages:
Fluency in Spanish is required, while basic proficiency in English is desirable. The ability to communicate effectively in both languages will enhance collaboration and support within the organization and with external partners.
Additional Notes:
The position is classified as an Associate level role (ICS 07) and is offered as a regular ICA - LICA contract. The contract duration is indefinite, subject to satisfactory performance and budget availability. Duties and Responsibilities:
- Management and Administration of ICT Services: Support the execution of operational ICT strategies, ensuring compliance with UNOPS technical policies. Monitor the use of ICT services and solutions to guarantee their availability and effectiveness. Promote UNOPS's image as an effective project management service provider.
- Design and Development of Software Solutions: Design and develop IT tools for monitoring and evaluating project compliance, including procurement planning, bidding information, delivery control, payments, and penalties. Continuously manage and update information in implemented IT tools. Integrate performance measurement tools for all phases of the supply chain. Configure early warning systems to identify and report delays in deliveries. Structure and generate reports to evaluate project execution and team progress. Manage the physical and digital filing of processed information for contract monitoring and control. Provide operational support in generating, compiling, and processing databases during bidding processes. Develop open-source tools, ensuring the source code is available for UNOPS use or modification. Formulate detailed schedules for project development activities. Develop and implement systems, applications, modules, and tools as planned, seeking integration and automation of manual processes. Prepare operational reports under quality standards to support project management follow-up.
- Knowledge Development and Transfer: Train and guide users in the efficient and secure use of ICT systems and services. Advise supervisors, clients, and collaborators in developing solutions. Synthesize and disseminate best practices with internal and external collaborators to strengthen organizational capacity.
- Technical Support and Quality Assurance: Conduct quality testing and validation of functionalities in developed solutions, reporting issues for prompt correction. Provide operational technical assistance to end-users on the correct use of implemented tools, modules, and solutions. Prepare and update technical documentation, including user manuals and procedure guides, ensuring information is accessible and clear. Perform preventive and corrective maintenance tasks on databases and applications, ensuring service continuity and stability. Assist in consolidating, cleaning, and validating data from various sources to ensure the integrity of information in analytical reports.
