Job Overview: The NATO Engineer Requirements Analyst position is a critical role within the NATO CIS Group, focusing on the elicitation, analysis, specification, and management of requirements for information systems that support operations, intelligence, logistics, and core elements. The incumbent will be responsible for engaging with stakeholders to define operational requirements for information services and applications, coordinating business requirements, and ensuring that all requirements are clear, complete, and compatible. This role also involves documenting requirements in various formats, validating and consolidating requirements for IT Service Management (ITSM), and acting as the Process Owner for Service Operation processes. The analyst will lead Service Management Working Groups and coordinate the development and implementation of IT Service Management Standard Operating Procedures (SOPs) for NATO's operational frameworks. The position requires a proactive approach to managing IT service delivery and ensuring that all processes adhere to established standards, contributing to the overall effectiveness of NATO's operations.
Duties and Responsibilities: The incumbent's duties include engaging with stakeholders to fulfill lifecycle steps associated with CIS requirement preparation, identifying stakeholders, defining operational requirements, and coordinating business requirements for information services. The analyst will document and configure requirements, determine architectural and operational requirements, validate and implement ITSM requirements, and take responsibility for the management of ITSM processes. Additionally, the incumbent will monitor the execution of ITSM processes, lead Service Management Working Groups, and fulfill roles such as Federated Incident Manager. The analyst will also manage the configuration of the requirements baseline and participate in committees as a representative of the organization. The role may require performing similar duties elsewhere within the organization at the same grade, and it is a mandatory deployment post that may involve assignments both within and outside NATO's boundaries.
Required Qualifications: The position requires a minimum of two years of experience in Requirement Engineering, managing IT Service Management processes, and eliciting and analyzing requirements. Candidates should have experience in Service Oriented Architecture Design and Implementation, as well as familiarity with Requirements Management Tools and widely recognized ITSM Toolsets. Advanced knowledge of MS Office is essential, along with strong written and verbal communication skills, attention to detail, and the ability to multitask. The role demands a high degree of tact and the ability to influence discussions and decisions effectively.
Educational Background: Candidates must possess a University Degree in business administration, engineering, economics, public administration, operations research, business process engineering, or a related discipline, along with two years of function-related experience. Alternatively, candidates with Higher Secondary education and advanced vocational training leading to a professional qualification or accreditation, combined with four years of post-related experience, may also qualify. Experience: The position requires at least two years of relevant experience in Requirement Engineering, IT Service Management, and related fields. Candidates should have a proven track record in managing and supporting ITSM processes and experience in developing and analyzing requirements documentation. Languages: Proficiency in English is mandatory, with a required Standard Language Proficiency (SLP) level of 3333, encompassing listening, speaking, reading, and writing skills. The work environment primarily operates in English, both orally and in writing.
Additional Notes: This position is classified as a mandatory deployment post, which may require the incumbent to undertake deployments in support of military operations and exercises, potentially exceeding 30 days in duration. The work is typically performed in a standard NATO office environment, with normal working conditions. The contract duration for newly recruited staff is typically three years, followed by an indefinite duration contract. The salary is based on the NATO Grade of the post and may include allowances based on eligibility.
