Job Overview:
The International Consultant will play a crucial role in developing the Gender Election Watch Africa (GEWA), a digital platform aimed at making every African election visible through a gender lens. This position requires the consultant to design and develop a secure, accessible, and user-centered platform that will serve as a Pan-African feminist electoral information hub. The consultant will work closely with UN Women and partner institutions to co-create GEWA through a participatory process, ensuring that the platform meets the needs of various stakeholders, including feminist movements, electoral management bodies, political parties, and civil society organizations. The consultant will be responsible for creating interactive country dashboards, candidate profiles, and a gender alert tracker, as well as ensuring that the platform adheres to feminist data principles and safeguarding protocols. The GEWA platform aims to provide timely, actionable data and solidarity infrastructure to support women candidates and enhance their political participation during elections.
Duties and Responsibilities:
The consultant will report to the UN Women Regional Policy Specialist and will be responsible for the following tasks:
Required Qualifications:
The position requires a Master's degree or equivalent in information technology, computer science, web development, or a related field. A first-level university degree combined with additional years of qualifying experience may be accepted in lieu of an advanced degree. The consultant must have at least 2 years of progressively responsible work experience in web development, digital platform design, dashboard development, data visualization, or related fields. Demonstrated experience in designing and developing interactive websites, dashboards, and content management systems for non-technical users is essential. Experience with data protection, safeguarding, digital safety, user testing, and ethical data management is strongly desirable. The consultant should also possess the ability to translate complex data into accessible visual products and have experience working with women's rights organizations, civil society, UN agencies, or development partners.
Educational Background:
A Master's degree or equivalent in information technology, computer science, web development, or a related field is required for this position. Alternatively, a first-level university degree in combination with additional years of qualifying experience may be accepted in lieu of an advanced university degree. The educational background should provide a solid foundation for understanding the technical and ethical considerations involved in developing a digital platform focused on gender equality and women's empowerment.
Experience:
The consultant is expected to have at least 2 years of progressively responsible work experience in relevant fields such as web development, digital platform design, dashboard development, and data visualization. This experience should include demonstrated success in designing and developing interactive websites and dashboards, as well as content management systems that are user-friendly for non-technical users. Experience in data protection, safeguarding, and ethical data management is strongly desirable, as is a proven ability to translate complex data into accessible visual formats. Familiarity with the challenges faced by women's rights organizations and civil society in the context of electoral processes will be an asset.
Languages:
Fluency in English is required for this position, as it is the primary language of communication within UN Women and for the development of the GEWA platform. Knowledge of any other UN official language is considered an asset, as it may enhance communication with diverse stakeholders and broaden the reach of the platform's impact.
Additional Notes:
This consultancy is home-based, allowing for flexibility in work arrangements. Any official travel required for the consultancy will be arranged and covered in accordance with UN Women rules and procedures. The consultant will be expected to adhere to UN Women's values and competencies, including integrity, professionalism, and respect for diversity. The position emphasizes the importance of safeguarding, data protection, and ethical standards in the design and functionality of the GEWA platform. The consultant will be responsible for ensuring that candidate profiles and sensitive information are handled with care to protect individuals from retaliation or harm. The deliverables for this consultancy include an inception report, a co-designed beta version of the GEWA platform, functional dashboards, and a final publicly accessible platform, among others. The payment schedule is structured around the completion of these deliverables.

- Ensure that the platform meets minimum technical requirements, including mobile responsiveness, accessibility, and user-friendly design, while also incorporating data visualization tools and safeguarding protocols for sensitive information.
