Job Overview:
The Evaluation Consultant will play a crucial role in assessing the Advocacy, Coalition Building and Transformative Feminist Action (ACT) Programme, which is a joint initiative between the European Union and UN Women aimed at ending violence against women. The consultant will be responsible for conducting a comprehensive evaluation of the programme's effectiveness, relevance, coherence, efficiency, impact, and sustainability. This evaluation will involve analyzing data from various stakeholders, including women's rights organizations and civil society organizations, to determine how well the programme has met its objectives and contributed to the broader goals of ending violence against women and girls. The consultant will also be tasked with providing actionable recommendations for future programming and advocacy efforts, ensuring that the evaluation process is participatory and inclusive of diverse voices.
Duties and Responsibilities:
The consultant's responsibilities will include assessing the relevance of the ACT programme to the needs of women's rights organizations, examining its coherence with other initiatives, and evaluating its effectiveness in achieving its objectives. The consultant will analyze the efficiency of resource management and implementation approaches, assess the programme's impact on feminist movement strengthening, and identify good practices and lessons learned. The evaluation will involve conducting interviews, focus group discussions, and surveys with key stakeholders, as well as reviewing relevant documents. The consultant will be expected to develop an evaluation matrix, prepare an inception report, and ensure that the evaluation adheres to UN Women’s Evaluation Policy and ethical guidelines. The consultant will also be responsible for presenting findings and recommendations to UN Women and other stakeholders.
Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Social Sciences, International Development, law, human rights, gender studies, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Advanced training or certifications in evaluation methodologies, gender-responsive evaluation, or project management would be advantageous. The consultant should have at least 7 years of progressively responsible work experience in planning, programming, reviews, and evaluations related to human rights and gender equality, with extensive experience in evaluating gender equality programmes and movement building. Proven expertise in participatory evaluation methodologies and strong analytical skills are essential.
Educational Background:
A Master’s degree or equivalent in relevant fields such as Social Sciences, International Development, law, human rights, or gender studies is required. Candidates with a first-level university degree and additional qualifying experience may also be considered. Advanced training in evaluation methodologies or gender-responsive evaluation is preferred.
Experience:
The position requires a minimum of 7 years of relevant experience in planning, programming, and evaluation, particularly in the context of gender equality and women's rights. Experience working with UN agencies and conducting evaluations of development programmes is strongly preferred. The consultant should have a proven track record in participatory evaluation methodologies and data analysis, with the ability to work independently and manage multiple tasks effectively.
Languages:
Fluency in English is mandatory. Knowledge of additional languages such as French or Spanish is considered an asset, enhancing the consultant's ability to engage with diverse stakeholders and communities.
Additional Notes:
This is a home-based consultancy position, with potential travel to project regions as needed. Travel expenses will be reimbursed separately. The evaluation process will be managed by the ACT Programme Specialist, with oversight from the EVAWG Policy and Programme Management Specialist. The consultant will be expected to produce a series of deliverables, including an inception report, evaluation findings, and a final report, with specific timelines for each deliverable. The evaluation will be conducted in accordance with UN Women’s policies and ethical guidelines, ensuring the protection of stakeholders involved in the evaluation process.
