Job Overview:
The Area Programme Manager position at NRC in Venezuela is a critical role that requires a dedicated, resilient, and dynamic professional to lead the implementation of NRC's programs in the newly established Area Operational La Guaira. This position involves coordinating with the Area Manager and the Head of Programme to ensure high-quality program delivery across various sectors including Information, Counselling and Legal Assistance (ICLA), Education, Protection, Camp Coordination and Camp Management (CCCM), Shelter, Information Management (IM), and Monitoring, Evaluation, Accountability, and Learning (MEAL). The Area Programme Manager will be responsible for overseeing program staff, ensuring adherence to NRC's policies, tools, and standards, and representing NRC in various coordination forums. The role demands a strategic approach to project design and implementation, with a focus on reaching the most vulnerable populations and promoting safe and inclusive programming.

Duties and Responsibilities:
The Area Programme Manager will manage and supervise program staff directly, ensuring compliance with NRC policies, tools, manuals, guidelines, and standards. Responsibilities include contributing strategic inputs for project design and planning, adapting and operationalizing strategies and guidelines in coordination with Program Development Managers, and representing the program in internal and external coordination spaces. The manager will ensure that projects target the most vulnerable populations and promote Safe and Inclusive Programming (PSI), Accountability to Affected Populations (AAP), and cross-cutting protection measures. Additionally, the role involves leading the operational launch of the new Area 9 in response to emergencies, coordinating with support teams in finance, logistics, HR, and health and safety.

Required Qualifications:
Candidates must have a minimum of 4 years of experience in management or coordination roles within multi-sectoral programs in humanitarian or development contexts, ideally in emergency response situations. Proven experience in team management, budget oversight, and Project Cycle Management (PCM) is essential. Candidates should possess strong knowledge of the humanitarian, political, and social context in Venezuela, as well as familiarity with coordination architecture such as clusters and HRP. Experience working with local authorities, UN agencies, and partner NGOs is also required, along with proficiency in office software (Office 365, Teams) and NRC's project management systems.

Educational Background:
A university degree in social sciences, project management, humanitarian studies, or a related field is required for this position. This educational background should provide a solid foundation for understanding the complexities of humanitarian work and project management.

Experience:
The ideal candidate should have at least 4 years of relevant experience in program management or coordination, particularly in complex and volatile contexts. Experience in emergency response, especially related to sudden onset disasters such as earthquakes, is highly desirable. Candidates should demonstrate a track record of effective team management and project oversight.

Languages:
Fluency in both Spanish and English, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This position offers a national or international employment contract, with an initial duration of 6 months and the possibility of renewal based on budget and performance. The compensation and benefits are aligned with NRC's salary scales, and the position is classified as Grade
