Job Overview:
The Finance Officer will play a crucial role in managing and overseeing all finance-related assignments in accordance with NRC policies, Standard Operating Procedures (SOPs), and donor requirements. This position requires the Finance Officer to actively support field-based finance staff in adhering to NRC and donor guidelines, ensuring quality and transparency in financial operations. The Finance Officer will be responsible for implementing the NRC’s Finance portfolio according to the established plan of action, preparing and developing status reports as required by management, and ensuring proper filing of financial documents. Additionally, the Finance Officer will promote ideas for improvement within the Finance Department and advocate for the rights of IDPs and returnees in line with NRC's advocacy strategy. The role also involves the development of holistic and needs-based programs, including cash-based interventions and market-based programs, as well as training line managers and staff with financial responsibilities.

Duties and Responsibilities:
The Finance Officer will have a comprehensive set of duties and responsibilities, including but not limited to:

• Adhering to NRC policies, tools, handbooks, and guidelines.
• Assisting with the implementation of the NRC’s Finance portfolio according to the plan of action.
• Preparing and developing status reports as required by management.
• Ensuring proper filing of financial documents in both hard copy and soft versions.
• Promoting and sharing ideas for improvement within the Finance Department.
• Maintaining all financial records accurately, including financial verification of contracts, payment requests, and purchase requisitions up to the authorized threshold.
• Finalizing the monthly closure of financial records.
• Conducting financial verification of implementing partners’ reports.
• Implementing reconciliation projects. 1
• Assisting with budget monitoring and financial reporting for the area of operations. 1
• Providing finance induction training for new staff. 1
• Ensuring financial support mechanisms are in place for ongoing operations.

Required Qualifications:
The position requires several key qualifications, including:

• A minimum of 4 years of work experience in Finance or Accounting.
• At least 1 year of work experience in a non-governmental organization (NGO), whether national or international, or within the United Nations (UN) system.
• Documented results related to the responsibilities of the position.
• Solid knowledge of computer software and modern accounting systems.
• Flexibility to travel as needed for the role. Additionally, candidates should possess context-related skills, knowledge, and experience relevant to the Iranian context and laws.

Educational Background:
Candidates must hold a Bachelor’s degree in accounting, finance, or any other relevant field. This educational background is essential for understanding the financial principles and practices necessary for the role of Finance Officer.

Experience:
The ideal candidate should have a minimum of 4 years of relevant work experience in Finance or Accounting, with at least 1 year of experience specifically in an NGO or UN environment. This experience is crucial for effectively managing financial operations and ensuring compliance with organizational and donor requirements.

Languages:
Fluency in both English and Persian is mandatory, with proficiency in both written and spoken forms. This bilingual capability is essential for effective communication within the organization and with stakeholders. Additional language skills may be considered an asset but are not required.
