The NATO Administrative Tribunal (AT) is an independent body established to resolve disputes involving NATO staff members and retirees. It is composed of five members from different NATO member countries, appointed by the North Atlantic Council (NAC). The Tribunal operates under a framework that ensures fairness and compliance with NATO's Civilian Personnel Regulations (CPR). The AT's mission is to provide a fair and impartial resolution to disputes, thereby upholding the rights of NATO personnel. The Tribunal's operations are supported by a Registrar's office, which is responsible for the administrative functions necessary for the Tribunal's work.

Job Overview:
The NATO Administrative Tribunal Assistant plays a crucial role in supporting the Tribunal's operations by managing various administrative tasks. The incumbent will work under the supervision of the AT Registrar, ensuring that all administrative and legal documents are prepared in a timely manner. This position involves conducting legal research in international administrative law, drafting and proofreading correspondence, and analyzing case-related documents. The assistant will also be responsible for maintaining the Tribunal's agenda, processing documents, and ensuring effective communication with stakeholders. The role requires a proactive approach to managing information and supporting the Tribunal's sessions and projects, contributing to the overall efficiency of the Tribunal's operations.

Duties and Responsibilities:
The duties and responsibilities of the NATO Administrative Tribunal Assistant include:
  • Information Management: Processing documents and drafts, maintaining the Tribunal's agenda, drafting routine memoranda and cover letters, assisting with day-to-day administration, finalizing correspondence, preparing presentations, and organizing workload for timely execution of duties.
  • Stakeholder Management: Establishing good working relationships with divisional staff and stakeholders, engaging with budget, finance, and HR areas, and demonstrating courtesy and diplomacy in interactions.
  • Project Management: Assisting in managing Tribunal sessions, preparing project work, executing budget transfers, producing financial reports, and driving projects to completion.
  • Administrative Preparation: Handling filing, retrieval, and distribution of documents, maintaining follow-up systems, and updating information portals.
  • Continuous Improvement: Contributing to the enhancement of information management tools and processes within the unit.
  • Other Duties: Performing any other related tasks as assigned by the AT Registrar.

Required Qualifications:
Candidates must possess a higher secondary education qualification with at least four years of relevant experience, or an upper vocational training/post-secondary degree or a university degree in law with a minimum of two years of relevant experience. Experience in an administrative capacity within a legal office, including project management and financial support duties, is essential. Candidates should also have experience in conducting legal research and possess a sound working knowledge of standard software applications. Additionally, candidates should demonstrate excellent communication skills and the ability to present information clearly and accurately.

Educational Background:
The educational background required for this position includes a higher secondary education qualification or a university degree in law. Candidates with upper vocational training or post-secondary degrees in related fields may also be considered, provided they meet the experience requirements. A strong foundation in legal principles, particularly in international administrative law, is highly desirable.

Experience:
The position requires candidates to have a minimum of two years of relevant experience in an administrative role within a legal office, or four years of experience in a related capacity if they possess a higher secondary education qualification. Experience in managing projects, conducting legal research, and providing administrative support in a legal context is essential. Familiarity with international organizations, particularly NATO, is considered an advantage.

Languages:
Candidates must possess advanced proficiency (Level V) in one of NATO's official languages (English or French) and elementary proficiency (Level II) in the other. This bilingual requirement is crucial for effective communication within the organization and with external stakeholders. Additional language skills may be beneficial but are not mandatory.

Additional Notes:
The successful applicant will be offered a definite duration contract of three years, with the possibility of an indefinite duration contract thereafter. If the candidate is seconded from a national administration of a NATO member state, a similar contract will be offered, subject to national authority agreement. The position is full-time and may require occasional travel or work outside normal office hours.
