The Department of Operational Support (DOS) is a vital component of the United Nations, providing comprehensive operational support and advisory services to various entities across the UN Secretariat. Job Overview:
The Programme Management Officer will be an integral part of the Capacity Development and Operational Training Service (CDOTS) within the Department of Operational Support (DOS). This role involves the development, implementation, and evaluation of learning and development (L&D) projects aimed at enhancing the skills and capabilities of UN staff. The incumbent will manage L&D project development, coordinate with Subject Matter Experts (SMEs), and ensure that the training programs align with the needs of DOS clients. The officer will also conduct research and analysis to identify L&D needs, assist in the formulation of strategies, and prepare various written outputs, including reports and strategy documents. The position requires a proactive approach to problem-solving and the ability to facilitate workshops and training sessions effectively.

Duties and Responsibilities:
The Programme Management Officer will undertake a variety of responsibilities, including but not limited to:
  • Participating in the development and evaluation of L&D projects, ensuring they meet the needs of the UN Secretariat.
  • Managing and scaling L&D project implementation, including reviewing guidance products and proposing corrective actions.
  • Conducting consulting assignments in collaboration with clients, facilitating workshops, and assisting in action plan development.
  • Researching and analyzing information related to L&D needs and preparing evaluations and studies.
  • Designing data collection tools and conducting surveys to gather feedback on L&D initiatives.
  • Preparing written outputs such as notes, memos, and reports related to L&D.
  • Providing support for L&D-related meetings and conferences, including document preparation and participant coordination.
  • Conducting outreach activities and training workshops, making presentations on relevant topics.
  • Coordinating budget-related activities for L&D projects, including financial reporting and submissions. 1
  • Collaborating with the Office of Information and Communications Technology (OICT) on L&D platform maintenance and expansion.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in business administration, management, human resources, economics, or a related field. Alternatively, a first-level university degree with relevant work experience may be accepted in lieu of an advanced degree. Additionally, candidates should demonstrate a strong understanding of learning and development concepts and possess the ability to conduct training needs assessments and develop training programs.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business administration, management, human resources, economics, or a related field is required for this position. A first-level university degree may be accepted if accompanied by relevant work experience, showcasing the candidate's capability in the specified fields of study.

Experience:
A minimum of five years of progressively responsible experience in project or programme management, administration, learning and development, or a related area is required. Candidates should have experience designing training programs that include an e-learning component and conducting training or learning needs assessments. Experience working in a learning and development capacity for an international organization is essential, while experience in conducting Train the Trainer programs is desirable.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French is considered an asset for this role.
