Job Overview:
The National Consultant on Prevention of Sexual Harassment and Capacity Building will play a crucial role in strengthening the institutional capacity of local governments in Bosnia and Herzegovina to effectively prevent and respond to sexual harassment in the workplace. This position is part of the Joint Programme Gender Equality Accelerator (GEA), which is financially supported by the European Union, Sweden, and Denmark. The consultant will design and facilitate tailored training programs for public servants, municipal council members, and senior policymakers, focusing on recognizing unacceptable behavior, reporting pathways, and fostering a respectful workplace culture. The consultant will also develop practical learning materials and institutional guidance tools to support local governments in enhancing their prevention mechanisms and leadership accountability regarding sexual harassment.

Duties and Responsibilities:
The consultant will be responsible for preparing comprehensive training packages, including detailed agendas, facilitator guides, PowerPoint presentations, participant handouts, and evaluation forms. They will deliver interactive training sessions for public servants and municipal council members in Tešanj Municipality, focusing on key topics such as political leadership, employer oversight, and creating safe political spaces. Additionally, the consultant will conduct specialized training for mayors and senior policymakers, examining their roles in preventing sexual harassment and fostering inclusive workplaces. The consultant will also prepare training reports, including participant feedback and recommendations for follow-up activities, and develop an Institutional Action Checklist for Preventing Sexual Harassment tailored to the local government context in Bosnia and Herzegovina.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Law, Political Science, Gender Studies, Social Sciences, International Relations, Public Administration, Human Rights, Psychology, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates should have at least five years of progressively responsible professional experience in gender equality, prevention of gender-based violence, and related fields. Demonstrated experience in designing and facilitating participatory capacity-building activities for public institutions is also required, along with a strong understanding of gender mainstreaming and organizational change processes.

Educational Background:
A Master’s degree or equivalent in relevant fields such as Law, Political Science, Gender Studies, Social Sciences, International Relations, Public Administration, Human Rights, or Psychology is required. A first-level university degree with additional qualifying experience may be accepted in lieu of the advanced degree.

Experience:
Candidates should have a minimum of five years of progressively responsible professional experience in areas related to gender equality, prevention of gender-based violence, and workplace discrimination. Experience in designing and facilitating training for public institutions and local governments is essential, as well as a proven track record of working with public institutions to strengthen institutional policies related to gender equality and workplace dignity.

Languages:
Fluency in Bosnian/Croatian/Serbian is required. Knowledge of additional languages may be considered an asset but is not mandatory.

Additional Notes:
This consultancy is home-based, with the expectation of travel to Tešanj Municipality and potentially Teslić or nearby locations for training sessions. All travel costs will be covered separately by UN Women. The consultant will be expected to apply participatory adult-learning methodologies throughout the training activities, ensuring an engaging and effective learning environment. The position emphasizes the importance of confidentiality, professional ethics, and sensitivity to participants' experiences.
