Job Overview:
The Strategic Information (SI) Specialist plays a crucial role in the EpiC Kazakhstan project by providing both technical and operational support for strategic information activities. This position is integral to the routine collection, reporting, monitoring, analysis, and quality assurance of data. The SI Specialist will work closely under the guidance of the Senior Strategic Information Specialist, ensuring that data management processes are efficient and effective. The role requires a strong analytical mindset and the ability to interpret data to inform programmatic decisions. The SI Specialist will also be responsible for maintaining project databases, preparing reports for internal and donor use, and supporting data validation efforts. This position is designed for someone who is detail-oriented and possesses strong organizational skills, as they will be managing multiple data sources and ensuring the accuracy of information used for decision-making.

Duties and Responsibilities:
The SI Specialist will have a comprehensive set of responsibilities including:
  • Data Management and Reporting: Support the collection, verification, cleaning, and consolidation of programmatic data from implementing partners. Maintain project databases and trackers, prepare routine internal and donor reports, and assist in data validation and reconciliation with source documentation.
  • Monitoring and Data Quality: Implement routine data quality assurance (DQA) activities, review data for completeness, consistency, and timeliness, prepare feedback for implementing partners, and participate in monitoring visits and data verification exercises.
  • Data Analysis: Produce routine data summaries, dashboards, and visualizations, support analysis of program performance against targets, and assist with the interpretation of monitoring results for program decision-making.
  • Technical Support: Provide day-to-day SI support to implementing partners, assist with indicator interpretation and reporting guidance, and support the implementation of MER and project-specific indicators.
  • Documentation: Maintain organized electronic filing of SI documentation, prepare meeting minutes, data summaries, and technical documentation as required, and support the preparation of donor deliverables related to SI.
  • Other Duties: Perform other SI-related tasks as assigned by the Senior Strategic Information Specialist or director" style="border-bottom: 1px dotted #007bff !important;">Country Director.

Required Qualifications:
Candidates must possess a university degree in public health, epidemiology, statistics, information systems, social sciences, or a related field. Additionally, experience in monitoring and evaluation, strategic information, or data management is essential. Proficiency in Microsoft Excel and familiarity with data management tools are required. Strong analytical and organizational skills, along with excellent attention to detail, are critical for success in this role. Candidates should also have good written and spoken Russian, with English being an asset. Experience with HIV programs and PEPFAR reporting is considered an advantage.

Educational Background:
The educational background required for this position includes a university degree in fields such as public health, epidemiology, statistics, information systems, social sciences, or a related discipline. This educational foundation is crucial for understanding the complexities of data management and strategic information within the context of health programs.

Experience:
The position requires candidates to have relevant experience in monitoring and evaluation, strategic information, or data management. This experience should ideally include working with data collection and analysis, as well as familiarity with health programs, particularly those related to HIV and PEPFAR reporting. The level of experience should demonstrate the ability to manage data effectively and contribute to programmatic decision-making.

Languages:
The mandatory language for this position is Russian, as it is essential for communication and documentation. Proficiency in English is considered a valuable asset, enhancing the candidate's ability to engage with international stakeholders and contribute to reports and documentation that may require English proficiency.

Additional Notes:
This position is classified as a 50% Full-Time Equivalent (0.5 FTE), indicating that it is a part-time role. The expected hiring salary range for this role is between KZT 7,800,000 and KZT 10,000,000 for the annual basic salary. The final offer will be determined based on various factors including the applicant's relevant years of experience and education, internal equity, market pay, and budget considerations.
