Job Overview:
The SECONDMENT - Capacity Building and Training Officer position is crucial for developing, delivering, and reviewing specialized curricula and training modules tailored for law enforcement agencies. The role involves implementing and coordinating training programs aligned with INTERPOL's Strategic Framework and program strategies. The officer will also be responsible for strengthening the Organization's centralized training governance policy and quality assurance mechanisms, ensuring that all training activities adhere to INTERPOL's standards and frameworks, particularly in relation to gender mainstreaming and human rights. This position requires a proactive approach to enhance the capabilities of national law enforcement agencies by maximizing their use of INTERPOL's policing capabilities through targeted training initiatives.

Duties and Responsibilities:
  • Design and deliver capacity building and training activities and curricula aimed at bridging the gap between national and international policing capabilities, assisting national law enforcement agencies in maximizing their use of INTERPOL's resources.
  • Deliver the INTERPOL Policing Capabilities Programme (IPCP) for the four INTERPOL regions, supporting National Central Bureaus in their operational work and optimizing their performance.
  • Collaborate with Project Teams to design and develop capacity building operational exercises, including scenario-based and field exercises, in accordance with the CBT directive.
  • Review training programs across the Organization to ensure compliance with INTERPOL training standards, providing suggestions and support for improvement.
  • Assist in implementing and updating frameworks and guidelines for training quality assurance, promoting reliable assessments of training activities.
  • Coordinate with external training providers to deliver police training programs, ensuring quality assurance in the implementation of these courses.
  • Conduct all activities in line with the CBT Frameworks for Human Rights and Gender Mainstreaming, ensuring compliance and promoting a human rights-based approach in training design and delivery.

Required Qualifications:
Candidates must possess a university degree or higher, preferably in a security-related field, adult learning, or learning management. Prior experience in police work or related law enforcement responsibilities is essential, along with at least three years of learning management experience in the policing field, particularly within Police Universities, Training Institutes, or Academies. Strong presentation and communication skills are required, along with proficiency in Microsoft Office and experience with e-learning tools.

Educational Background:
A university degree or higher is required, ideally in a field related to security, adult learning, or learning management. This educational background is crucial for understanding the complexities of law enforcement training and capacity building.

Experience:
Candidates should have prior experience in police work or related law enforcement responsibilities, with a minimum of three years in learning management within the policing field. Experience in conducting training sessions, briefings, and lectures using modern audiovisual means is preferred, highlighting the need for strong presentation skills.

Languages:
Fluency in English is mandatory. A working knowledge of Arabic, French, or Spanish would be considered an additional asset, enhancing communication capabilities within the diverse international context of INTERPOL.

This position is a secondment role with a duration of 36 months.
