Job Overview:
The Human Resources Officer position at WFP is a critical role that involves overseeing HR operations within the Yemen country office. The incumbent will report directly to the Head of Human Resources and will be responsible for ensuring that the Entitlements and Benefit team delivers professional, client-focused HR services. This role requires a deep understanding of HR policies and practices, as well as the ability to partner with managers to implement HR solutions that align with WFP's corporate priorities. The officer will play a key role in managing the employment relationship between WFP and its staff, ensuring that all HR processes are executed efficiently and effectively. The position also involves contributing to the development of HR plans and processes specific to the Yemen country office, ensuring that they are in line with WFP's broader policies and objectives.

Duties and Responsibilities:
The Human Resources Officer will be responsible for a variety of tasks, including but not limited to: developing and implementing HR operational activities and projects, providing advice to managers and employees on HR policies and procedures, managing employment relationships by administering contracts and entitlements, processing national payroll accurately, delivering onboarding activities for new employees, contributing to talent management and succession planning, guiding and supervising junior staff, collecting and analyzing HR data for reporting purposes, and leading various HR management projects, including the integration of payroll systems. The officer will also be expected to recommend improvements to HR processes and contribute to continuous improvement initiatives within the organization.

Required Qualifications:
Candidates must possess an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field. Alternatively, a first university degree with three additional years of relevant work experience is acceptable. The role requires a total of 7 years of relevant experience, including at least 3 years of professional experience in Human Resources, particularly within the context of international humanitarian development. Experience in providing direction to junior staff and extensive administrative support across the employment life cycle is highly desirable.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as Human Resource Management, Public or Business Administration, or Industrial Psychology. A first university degree combined with additional work experience may also be considered. This educational foundation is essential for understanding the complexities of HR management within a humanitarian context.

Experience:
The position requires a minimum of 7 years of relevant experience, with at least 3 years in a professional HR role. Candidates should have a strong background in HR practices, particularly in areas such as payroll management, employee engagement, and benefits administration. Experience in a humanitarian or international development setting is preferred, as it provides valuable context for the challenges faced in this role.

Languages:
Fluency in both written and oral English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication within the diverse and multicultural environment of WFP, enabling the officer to interact with a wide range of stakeholders and ensure that HR services are delivered effectively.
