Job Overview:
The Finance Manager position at NRC is crucial for ensuring the financial sustainability and integrity of the organization. The role involves overseeing a dynamic finance team, providing strategic financial leadership, and ensuring robust financial risk management across all programs in a complex and high-risk operating environment. Duties and Responsibilities:
The Finance Manager will oversee the implementation of all finance-related policies, procedures, strategies, and initiatives in coordination with the finance team in country and area offices. This includes ensuring success, consistency, and compliance across all financial operations. The role entails line management responsibility for direct reporting staff, which includes conducting performance management processes, setting clear goals aligned with strategic priorities, and supporting staff in achieving these goals. The Finance Manager will also be responsible for workforce planning, recruitment, staff induction and development, and mentoring national staff to build sustainable in-country financial leadership capacity. Additionally, the Finance Manager will develop and maintain country financial documents, procedures, guidance, and tools, ensuring consistency across the country program and alignment with organizational standards. The position requires maintaining the country’s overall budget control and monitoring cash flows, ensuring that budgeting, accounting, year-end procedures, and other financial processes adhere to the Financial Handbook, NRC policies, and donor and auditor requirements. Strengthening internal controls and proactively identifying, assessing, and mitigating financial risks, including fraud, diversion, and misuse of funds, is also a key responsibility. The Finance Manager will train and develop NRC staff and partners on financial and budgeting responsibilities and ensure strong implementation of the Anti-Corruption Policy, including prevention, detection, reporting mechanisms, and follow-up on suspected cases.

Required Qualifications:
The position requires a minimum of three years of experience working in a senior finance role with managerial responsibility in a humanitarian or recovery context. Candidates must demonstrate working proficiency in both French and English, both written and verbal. Previous experience within the region and/or area of operations is preferable, along with experience in risk management with implementing partners and experience in remote management. Candidates should possess strong finance management skills, a solid understanding of the context and legal framework in Cameroon, and the ability to support national teams effectively.
