Job Overview:
The consultant will be part of the SIDS Restoration Flagship project core team, focusing on enhancing ecosystem resilience and promoting sustainable livelihoods in Small Island Developing States (SIDS), particularly in Saint Lucia. The consultant's primary responsibility will be to provide technical support for the implementation of Component 2 of the Flagship, which aims to strengthen the capacities of communities and businesses to capitalize on restoration activities and inform national policy and planning. The consultant will work closely with the National Coordinator to develop a comprehensive, costed, and sequenced workplan that outlines activities, outputs, responsibilities, timelines, and expected socio-economic outcomes. This role requires translating national priorities into actionable plans and ensuring effective delivery of agreed activities through collaboration with various stakeholders.

Duties and Responsibilities:

• National priority identification and technical prioritization: Collaborate with the National Coordinator and DSD to identify and prioritize interventions for Component 2 of the SIDS Restoration Flagship.
• Development and validation of Component 2 workplan: Lead the technical revision and development of a comprehensive workplan based on national priorities, ensuring collaboration with relevant partners.
• Provision of technical support for workplan implementation: Assist in operationalizing Component 2 activities, including preparing terms of reference, scopes of work, and identifying implementation partners.
• Integrated restoration and sustainable livelihood programming: Provide guidance to ensure that programming reflects an integrated approach to ecosystem restoration and sustainable resource management.
• Strategic alignment and partner coordination: Map relevant programs and identify opportunities for collaboration and joint implementation.
• National uptake and mainstreaming of FERM: Support the operationalization of the Framework for Ecosystem Restoration Monitoring across relevant sectors.
• Component 3 pipeline development: Identify opportunities for further development and investment in restoration-linked sustainable blue economy initiatives.

Required Qualifications:
An advanced degree (master’s or PhD) in marine sciences, environmental economics, natural resource management, coastal development, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of 7 years of experience in designing sustainable blue economy strategies or policies, marine resource management, integrated coastal zone management, or marine spatial planning is required. Experience working in SIDS, particularly in the Caribbean region, is essential. Knowledge of international policy frameworks and SDGs, especially SDG 14 (Life Below Water), is necessary. Proven experience in conducting similar assignments at regional or global levels is also required.

Educational Background:
Candidates must possess an advanced degree (master’s or PhD) in relevant fields such as marine sciences, environmental economics, or natural resource management. A first-level university degree may be accepted with additional qualifying experience, emphasizing the importance of a strong educational foundation in environmental studies or related disciplines.

Experience:
The position requires a minimum of 7 years of relevant experience in areas such as sustainable blue economy strategy design, marine resource management, and integrated coastal zone management. Experience in working with Small Island Developing States (SIDS), particularly in the Caribbean, is highly valued. Candidates should demonstrate a track record of conducting similar assignments at regional or global levels, showcasing their ability to navigate complex environmental challenges and contribute to sustainable development initiatives.

Languages:
Fluency in oral and written English is mandatory for this consultancy position. Knowledge of French is desirable, as English and French are the working languages of the United Nations Secretariat. Proficiency in both languages would enhance communication and collaboration within the international context of the role.
