Job Overview: The Programme Management Officer, Administration position is a Fixed Term Limited role located within the Human Resources Management Section of the Corporate Management Division at UN-Habitat. The officer will report to the Chief of Section and is expected to contribute significantly to the design and review of workforce strategies aligned with UN-Habitat's strategic plan, which includes critical focus areas such as housing, climate action, and crisis response. The role involves consulting assignments, planning and facilitating workshops, and developing action plans in collaboration with clients. The officer will also be responsible for researching, analyzing, and presenting information to support restructuring initiatives, drafting cooperation frameworks, and fostering staff mobility and career development. The position requires preparing various written outputs, providing substantive support to staff and non-staff, and coordinating activities related to administration and management of non-staff personnel. The officer will also engage in budget and funding activities, collect and analyze data for insights, and perform other related duties as required.
Duties and Responsibilities: The duties and responsibilities of the Programme Management Officer, Administration include:
Participating in the design and periodic review of workforce strategies aligned with UN-Habitat's strategic plan.
Conducting consulting assignments and facilitating workshops to develop action plans.
Researching and analyzing information from diverse sources to support restructuring initiatives.
Drafting and reviewing cooperation frameworks, including MoUs and personnel agreements.
Initiating staff mobility and career development initiatives across various duty stations.
Preparing written outputs such as background papers, reports, and publications.
Providing support to staff and non-staff, conducting outreach activities, and facilitating knowledge sharing sessions.
Leading field missions and coordinating activities related to the administration of non-staff personnel.
Collecting and analyzing data to identify trends and provide insights for decision-making. 1
Performing other related duties as required.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field. Alternatively, a first-level degree (Bachelor's degree or equivalent) in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should demonstrate knowledge and understanding of relevant theories, concepts, and approaches in the sector, along with the ability to analyze and resolve issues effectively. Professionalism, teamwork, and client orientation are essential competencies for this role.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field. A first-level degree (Bachelor's degree or equivalent) may be accepted if accompanied by two additional years of relevant work experience. Additionally, completion of programs in data analytics, business analytics, or data science is considered desirable, indicating a strong foundation in analytical skills and methodologies relevant to the role.
Experience: Candidates must have a minimum of five years of progressively responsible experience in project or programme management, human resources, or organizational development. At least three years of supervisory experience is required, along with three years of relevant experience handling non-staff capacities such as consultants and contractors. Experience in non-governmental organizations similar to the United Nations, particularly in supporting Regional and Country offices, is desirable. Furthermore, two or more years of experience in data analytics or related areas is also considered advantageous for this position.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, with a minimum level of proficiency specified as UN Level II for reading, writing, listening, and speaking. Knowledge of French is considered an asset but is not mandatory for this role. Candidates should refer to the UN Language Framework for detailed proficiency requirements.
Additional Notes: This position is a Fixed Term Limited post, initially for one year, with the possibility of extension based on funding availability. The appointment is limited to the United Nations Human Settlements Programme, and external candidates selected will receive a fixed-term appointment limited in accordance with administrative instructions. The renewal of the appointment is contingent upon the continued existence of the mandate and availability of funding.
