Job Overview:
The Human Resources Support Specialist in Talent Management will play a crucial role in the Human Resources Division of FAO, which is dedicated to fostering a dynamic, inclusive, and high-performing organizational culture. This position is essential for empowering managers, leaders, and staff through strategic talent management practices that align with FAO's goals and values. The specialist will be involved in various talent management initiatives, providing guidance and support to supervisors and staff members on policies, procedures, and tools related to performance management, learning, and development activities. The role requires a proactive approach to monitor and track talent management activities, ensuring timely follow-up on key milestones and deliverables. The specialist will also contribute to the transition to Oracle Human Capital Management (HCM) and support the development of training materials, making this position integral to the continuous improvement of HR processes and systems within the organization.

Duties and Responsibilities:
The Human Resources Support Specialist will be responsible for a wide range of duties, including:
  • Providing advice and guidance to supervisors and staff on talent management initiatives, policies, and procedures.
  • Responding to inquiries from staff regarding talent management processes and escalating complex issues to HR Officers.
  • Supporting the implementation of talent management initiatives, including learning and performance programs.
  • Assisting in addressing performance-related matters and monitoring the implementation of Performance Improvement Plans (PIPs).
  • Tracking talent management activities and ensuring timely follow-up on milestones and deadlines.
  • Contributing to the transition to Oracle HCM, including system refinement and user support.
  • Developing and maintaining documentation, reports, and communication materials related to talent management.
  • Researching trends in talent management and recommending innovative approaches.
  • Collaborating with HR teams to promote corporate talent management priorities. 1
  • Supporting the planning and delivery of workshops and consultations related to talent management.

Required Qualifications:
For Consultants: An advanced university degree (Master’s degree or equivalent) in human resources management, adult education, psychology, organizational development, law, or business administration with a focus on human resources. Candidates with a bachelor's degree must have two additional years of relevant experience. A minimum of one year (level C), five years (level B), or ten years (level A) of relevant experience in human resources with a focus on talent management is required, preferably in an international organization context. Proficiency in English is mandatory. For PSAs: A university degree or technical degree/certificate in a related field is required, along with similar experience requirements as for consultants. Proficiency in English is also mandatory.

Educational Background:
Candidates must possess an advanced university degree (Master’s level or equivalent) from an institution recognized by the International Association of Universities (IAU)/UNESCO in fields related to human resources management, adult education, psychology, organizational development, law, or business administration. For those with a bachelor's degree, two additional years of relevant professional experience are required to meet the qualifications.

Experience:
The position requires varying levels of experience based on the consultant or PSA level. For consultants, a minimum of one year (level C), five years (level B), or ten years (level A) of relevant experience in human resources with a focus on talent management is necessary. For PSAs, a minimum of one year (level C), five years (level B), or ten years (level A) of relevant experience is also required, preferably within an international organization context.

Languages:
A working knowledge (proficient - level C) of English is mandatory for both consultants and PSAs. Additionally, having proficiency in another FAO official language is considered a strong asset, enhancing the candidate's qualifications for the role.
