Job Overview:
The CST HR Time & Benefits position at WFP is crucial for supporting the Human Resources Technology and Analytics Branch (HRMOI) in its mission to modernize and harmonize payroll operations across the organization. This role involves providing operational payroll support while contributing to the implementation of the One Payroll Programme, a strategic initiative aimed at enhancing payroll processes and ensuring compliance with organizational policies. The incumbent will work closely with various stakeholders to facilitate business process harmonization, maintain data integrity, and support system readiness. The successful candidate will be expected to engage in business analysis, requirements gathering, and testing, ensuring that the payroll transformation aligns with WFP's operational needs and enhances the employee experience.

Duties and Responsibilities:
The duties and responsibilities of the CST HR Time & Benefits position include:
  • Supporting payroll transformation initiatives by conducting business analysis, gathering requirements, and participating in testing and implementation activities.
  • Ensuring that Time & Benefits business requirements are accurately documented and translated into functional specifications.
  • Assisting in the design and validation of integrations between Workday, SAP, and external providers to meet operational requirements.
  • Preparing and executing system and user acceptance testing (UAT), validating business scenarios, and documenting outcomes to ensure solutions meet functional requirements.
  • Supporting cutover and go-live activities, including business readiness assessments and issue resolution to ensure continuity of payroll operations.
  • Contributing to change management activities by preparing user communications and developing training materials.
  • Acting as a subject matter expert on WFP policies and procedures related to time management processes.
  • Providing functional support to HR and non-HR users globally, ensuring timely resolution of system-related issues.
  • Collaborating with various teams to troubleshoot and resolve system issues, minimizing operational disruption. 1
  • Contributing to data quality initiatives by analyzing and correcting HR data related to benefits and time management. 1
  • Developing standards and procedures to improve data accuracy and ensure payroll readiness. 1
  • Supporting the implementation of data governance mechanisms to enhance compliance and auditability. 1
  • Drafting business requirements for policy-driven changes and coordinating testing activities for system enhancements. 1
  • Developing user documentation and training materials related to time and benefits management processes.

Required Qualifications:
Candidates must possess advanced university degrees in Human Resources, Economics, Engineering, Computer Science, Business Administration, Mathematics, or Finance. Alternatively, a first-level university degree with additional relevant work experience is acceptable. Candidates should have a strong understanding of corporate information systems, particularly with Workday and SAP HR modules, and be able to interpret HR data and regulations effectively. Strong analytical skills, particularly in Excel, are essential, along with the ability to produce high-quality written materials and presentations. Candidates should demonstrate attention to detail, strong coordinating skills, and the ability to build relationships across functions. Good interpersonal and communication skills are necessary, as well as strong time management skills to handle competing priorities and tight deadlines.

Educational Background:
The educational background required for this position includes advanced university degrees in relevant fields such as Human Resources, Economics, Engineering, Computer Science, Business Administration, Mathematics, or Finance. A first-level university degree combined with additional relevant work experience is also acceptable. This educational foundation is critical for understanding the complexities of human resources and payroll systems, as well as for engaging in data analysis and business process improvement.

Experience:
Candidates should have three to five years of post-graduate professional experience in Human Resources, with a focus on international humanitarian development being an advantage. Experience in data analysis, business analysis, and system deployment is highly valued. This level of experience ensures that candidates are well-equipped to handle the responsibilities of the role and contribute effectively to the One Payroll Programme.

Languages:
Fluency in oral and written English is mandatory, and an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset. Proficiency in multiple languages enhances communication within the diverse WFP environment and supports collaboration with international teams.

This position is offered under a CST contract type, with a duty station in Rome, Italy, or the possibility of remote work.
