Job Overview:
The International Consultant/Trainer on Gender-Responsive Police Response to Violence against Women and Domestic Violence will play a crucial role in enhancing the capacity of specialized domestic violence units in Kazakhstan. This position involves providing international technical expertise to develop and adapt training content and materials tailored to the local context. The consultant will conduct a series of pilot training sessions aimed at equipping police officers with the necessary knowledge and practical skills to implement gender-responsive and survivor-centered approaches in their work. The training will focus on addressing domestic violence, understanding the dynamics of survivor-perpetrator relationships, and preventing secondary victimization. Additionally, the consultant will address the psychological resilience of officers, helping them manage occupational stress and professional burnout. The consultant will work closely with the UN Women Project Manager and other experts to ensure the training is effective and meets the needs of the officers involved.
Duties and Responsibilities:
The consultant will be responsible for reviewing national legislation and policies related to domestic violence in Kazakhstan, as well as international standards and good practices in gender-responsive police responses. They will participate in consultations with UN Women and the Ministry of Internal Affairs (MIA) to identify training needs and challenges faced by officers. The consultant will develop a comprehensive two-day training program, including presentations, case studies, and practical exercises, tailored to the Kazakhstan context. They will deliver the training sessions in 2-3 pilot regions, utilizing interactive adult-learning methods. After the training, the consultant will collect and analyze feedback from participants to identify areas for further development and will provide practical recommendations to the MIA for strengthening the response to domestic violence.
Required Qualifications:
Candidates must possess a strong knowledge of gender-responsive and survivor-centered approaches to violence against women and domestic violence. They should have a solid understanding of international standards related to police responses to domestic violence and demonstrate strong training and facilitation skills, particularly in adult-learning methodologies. Excellent analytical and communication skills are essential for this role, as the consultant will need to effectively convey complex information and engage with various stakeholders.
Educational Background:
A Master’s degree or equivalent in gender studies, human rights, law, social sciences, criminology, psychology, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience:
Candidates should have at least four years of professional experience in the area of violence against women and/or domestic violence. They must also have a minimum of four years of experience in developing and delivering training programs for police or law enforcement professionals. Demonstrated experience in developing policy recommendations and guidance related to violence against women is required, along with previous professional experience with UN agencies or international organizations in this field. Experience working in Central Asia or similar contexts is considered an asset.
Languages:
Fluency in Russian is mandatory for this position, while a working knowledge of English is considered an asset. Proficiency in both languages will enhance communication with local stakeholders and facilitate the training process.
