Job Overview:
The position of National Consultant/Trainer on Gender-Responsive Police Response to Violence against Women and Domestic Violence involves providing international technical expertise to develop and deliver training sessions for officers of specialized domestic violence units in Kazakhstan. The consultant will focus on gender-responsive and survivor-centered approaches to domestic violence, drawing on international standards and practices while considering Kazakhstan's national legislation and law enforcement context. The training aims to enhance the knowledge and practical skills of police officers, ensuring they can effectively support survivors and prevent secondary victimization. Additionally, the consultant will address issues of professional burnout and occupational stress among officers, promoting psychological resilience and well-being. The training sessions will take place in 2-3 regions of Kazakhstan between September 28 and October 9, 2026, and will involve collaboration with the Ministry of Internal Affairs (MIA) and other experts.
Duties and Responsibilities:
The consultant will be responsible for reviewing national legislation, policies, and institutional arrangements related to domestic violence in Kazakhstan, with a focus on the newly established specialized domestic violence units. They will also review international standards and good practices on gender-responsive police responses to violence against women and domestic violence, identifying applicable approaches for Kazakhstan. The consultant will participate in consultations with UN Women, the MIA, and other experts to identify capacity-development needs and challenges faced by officers. They will develop a two-day practice-oriented training program, including presentations, case studies, and practical exercises tailored to the Kazakhstan context. The consultant will deliver the training sessions using interactive learning methods and collect feedback from participants to analyze challenges and areas for further development. Finally, they will develop practical recommendations for the Government of Kazakhstan and the MIA based on the training outcomes.
Required Qualifications:
Candidates must possess a strong knowledge of gender-responsive and survivor-centered approaches to violence against women and domestic violence, as well as an understanding of national legislation and international standards related to police responses to domestic violence. They should have strong training and facilitation skills, including experience with adult-learning methodologies, and possess excellent analytical and communication skills. Additionally, candidates should demonstrate experience in developing policy recommendations and guidance related to violence against women and/or domestic violence, particularly in the context of Kazakhstan.
Educational Background:
A Master’s degree or equivalent in gender studies, human rights, law, social sciences, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience:
At least four years of professional experience in the area of violence against women and/or domestic violence is required, including experience specific to Kazakhstan. Candidates should also have at least four years of experience in developing and delivering training programs on violence against women and/or domestic violence for police or other law enforcement professionals. Previous professional experience with UN agencies, international organizations, or government agencies in this field is also required.
Languages:
Fluency in Russian is mandatory, while a working knowledge of English is considered an asset.
Additional Notes:
This consultancy is home-based, with official travel required within Kazakhstan for the delivery of in-person training sessions. The National Consultant will travel to 2-3 pilot regions to conduct the training between September 28 and October 9, 202

- Travel arrangements and costs will be covered by UN Women in accordance with their rules and regulations. The payment schedule includes 30% of the contract amount upon completion of the training program and materials by September 17, 2026, and 70% upon successful delivery of the training sessions.
