Job Overview:
The Senior Finance & Budget Officer is a pivotal role within the Office of Chief, Financial Risk Management Service (FRMS) in the Finance Division. This position involves overseeing the preparation and management of the medium-term financial plan, ensuring that it aligns with legislative provisions and organizational goals. The officer will be responsible for budget preparation, administration, and finance, which includes monitoring expenditures, developing financial policies, and ensuring compliance with UN regulations. The role requires a proactive approach to support the Chief of FRMS and relevant bodies in financial planning and decision-making processes. The officer will also provide guidance and training to staff on financial policies and procedures, ensuring that the organization adheres to best practices in financial management.

Duties and Responsibilities:
The Senior Finance & Budget Officer will undertake a variety of responsibilities, including:

• Planning, organizing, and managing the preparation of the medium-term financial plan and its revisions.
• Reviewing and finalizing cost estimates and budget proposals, ensuring compliance with the medium-term plan.
• Coordinating budget submissions from managers and providing substantive support during reviews.
• Monitoring expenditures to ensure they remain within authorized levels and administering extra-budgetary resources.
• Developing and documenting Treasury financial policies and aligning them with internal controls.
• Leading efforts to improve financial processes and strengthen internal controls.
• Conducting special reviews of financial policies and procedures affecting the organization.
• Developing compliance strategies based on the financial regulatory framework.
• Collecting and analyzing data to identify trends and compliance issues. 1
• Preparing reports for intergovernmental bodies and management on financial matters. 1
• Acting as Approving Officer in accordance with established regulations. 1
• Representing the Secretary-General in meetings and ensuring the integrity of financial systems.

Required Qualifications:
Candidates must possess a strong knowledge of financial, budgetary, risk management, and compliance principles. They should demonstrate proven analytical skills and the ability to provide technical advice in budget management. The role requires the ability to manage programs effectively, formulate strategies, and incorporate gender perspectives into all areas of work. Candidates should also exhibit professionalism, planning and organizing skills, technological awareness, vision, and sound judgment in decision-making.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business administration, finance, accounting, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of 10 years of progressively responsible experience in accounting, finance, administration, budget, or related areas is required. At least 5 years of experience in risk management and compliance, particularly in implementing an internal control framework, is essential. Candidates should have significant experience with financial systems, including SAP, and in data analytics and financial data modeling. Experience in the UN system or comparable international organizations is desirable.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the UN, but there are no specific desirable languages for this position.
