Job Overview:
The Senior Technical Advisor for Supply Chain at FHI 360 is an advanced subject matter expert responsible for the technical design, direction, and quality of supply chain and commodity security" style="border-bottom: 1px dotted #007bff !important;">security work across various projects within the Health Programs portfolio. This role involves setting the technical agenda for procurement and supply chain management, quantification and forecasting, logistics management information systems, cold chain, storage and distribution, and commodity security. The advisor will serve as a principal technical interlocutor for supply chain matters with key stakeholders, including the U.S. Department of State and global procurement partners. The position requires a strategic approach to strengthen national supply chains, improve forecasting accuracy, and reduce stockouts and expiries, while ensuring that technical resources are effectively invested to meet project goals.

Duties and Responsibilities:
The Senior Technical Advisor will lead the technical direction for procurement and supply chain management, overseeing product selection, quantification, forecasting, procurement, warehousing, distribution, inventory management, and end-use verification. They will direct technical support for commodity security across various sectors, ensuring effective logistics management information systems are in place. The advisor will provide guidance on cold chain logistics, quality assurance for health commodities, and private sector engagement strategies. They will also oversee project design implementation, ensuring alignment with national supply chain strategies and donor requirements. The role includes business development responsibilities, maintaining relationships with clients and funders, and contributing to proposal research and design. Additionally, the advisor may supervise team members, prepare technical reports, and ensure compliance with best practices and contractual obligations.

Required Qualifications:
Candidates must possess a Master’s Degree or its international equivalent in Knowledge/Information Services, Communications, Education, Health, Behavioral, Life/Social Sciences, International Development, Human Development, or a related field. A Doctorate Degree is preferred, along with Project Management (PM) Certification. The position requires a minimum of 15 years of relevant experience in a specialized technical or medical field, with documented experience as a speaker at conferences, authorship of technical guidelines, and contributions to peer-reviewed publications. Experience in developing strategies and performance standards for projects in the technical area is essential, as is prior work experience in an NGO, government agency, or private organization.

Educational Background:
The educational background required for this position includes a Master’s Degree or its equivalent in relevant fields such as Pharmacy, Supply Chain Management, Logistics, Public Health, Industrial Engineering, or Business Administration. A Doctorate Degree is preferred, and candidates with professional certifications in supply chain management, such as CSCP, CPIM, or CIPS, will be given preference.

Experience:
The role requires extensive experience, typically a minimum of 15 years, in health supply chain management, particularly in low- and middle-income countries. Candidates should have direct responsibility for quantification, forecasting, procurement, or distribution, rather than oversight alone. Demonstrated experience in leading supply chain strengthening initiatives with ministries of health and national supply chain agencies is crucial, along with familiarity with U.S. Government-funded health programs and their associated compliance requirements.

Languages:
Fluency in English is mandatory, and proficiency in French is strongly preferred due to the country portfolio. Knowledge of Portuguese is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders in various regions.

Additional Notes:
This position is remote, allowing for flexibility in work location. The expected salary range for this role is between USD $140,000 and $170,000 annually, depending on experience and qualifications.
