Job Overview: The Communications and External Relations Officer plays a crucial role within the Latin America and the Caribbean Communications and External Relations team, based in the Jamaica Country Office. This position is pivotal in supporting the design and execution of stakeholder engagement, communications, advocacy, and reputational risk management activities that align with the World Bank Group's strategic priorities in the Caribbean. The officer will work closely with senior management and operational teams to ensure a coordinated approach to stakeholder engagement and communications, enhancing the WBG's reputation and effectiveness in the region. The role demands strong communication skills, political awareness, and the ability to build relationships with various stakeholders, including government entities, civil society, and the media. The officer will also be responsible for utilizing innovative engagement strategies and digital tools to effectively communicate development priorities and challenges.
Duties and Responsibilities: The responsibilities of the Communications and External Relations Officer include:
Stakeholder Engagement: Building and maintaining trusted relationships with government counterparts, development partners, media, and civil society; spearheading strategic partnerships; advising operational teams on stakeholder engagement; managing media relations; and leading outreach programs.
Strategic Business Marketing: Developing communication strategies that highlight the WBG's impact; showcasing the country program within a regional context; and promoting success stories and thought leadership products.
Advocacy and Campaigns: Contributing to advocacy efforts by localizing messages; leading country-specific campaigns; drafting communications materials; and simplifying complex concepts for diverse audiences.
Risk and Issue Management: Monitoring political and media developments; providing analysis and recommendations on reputational risks; and coordinating responses to sensitive issues.
Corporate Coordination and Innovation: Collaborating with regional communications networks; championing innovative communication approaches; and engaging in professional development opportunities within the WBG.
Required Qualifications: Candidates must possess a relevant mix of education and experience, including a Master’s degree and at least 5 years of experience in communication, journalism, public affairs, or international affairs. They should have experience in an international environment, knowledge of Caribbean government and public institutions, and an understanding of WBG operations. Strong political awareness and the ability to handle sensitive situations diplomatically are essential, along with experience working with senior executives and managing reputational risks. Excellent English language skills are required, with proficiency in writing and editing complex communications products. French language skills are considered a plus.
Educational Background: A Master’s degree in a relevant discipline such as communication, journalism, public affairs, or international affairs is required. Candidates with equivalent combinations of education and experience may also be considered.
Experience: The position requires a minimum of 5 years of relevant experience in communication or related fields, with a strong emphasis on working in international environments and understanding political and economic issues related to development. Experience in stakeholder engagement and managing reputational risks is also crucial.
Languages: Proficiency in English is mandatory, with excellent writing and editing skills. Knowledge of French is preferred but not required, providing an additional advantage for candidates.
