Job Posting Organization:
The UNFPA Country Office in Djibouti operates in partnership with governments, other institutions, and civil society to implement its mandate. Job Overview:
The Specialist will work under the direct supervision of the Head of Office to support the Country Office in translating humanitarian preparedness requirements into practical, documented, and sustainable arrangements. The role emphasizes the operationalization of the Minimum Initial Service Package (MISP), program coordination, capacity development, and structured handover to the designated focal point. The Specialist will conduct a rapid review of the Country Office's readiness to operationalize the MISP, develop an action plan, and organize essential tools and templates for effective implementation. The position also involves ensuring continuity of priority sexual and reproductive health and gender-based violence services during emergencies, clarifying coordination roles, and strengthening linkages across various operational areas.

Duties and Responsibilities:
The Specialist's duties include conducting a rapid review of the Country Office's readiness to operationalize the MISP, identifying technical and operational gaps, and developing a practical MISP action plan. They will adapt and organize essential MISP tools and support preparedness for continuity of services during emergencies. The Specialist will clarify coordination roles and equip the designated focal point with necessary tools and templates. They will engage with government and humanitarian coordination structures, strengthen linkages across programs, and integrate accountability and protection requirements. Additionally, the Specialist will provide orientation and coaching on MISP and humanitarian program coordination, facilitate learning sessions, and prepare a handover package with validated tools and recommendations. Monitoring and documentation of progress, gaps, and lessons learned will also be part of their responsibilities.

Required Qualifications:
Candidates must possess strong analytical and organizational skills, with a proven ability to work collaboratively in a team environment. They should demonstrate adaptability and flexibility in challenging situations, as well as creativity in problem-solving. Strong judgment and decision-making skills are essential, along with effective planning and organizing capabilities. Professionalism and self-management are also critical attributes for this role.

Educational Background:
A relevant advanced degree in public health, social sciences, international development, or a related field is required. Candidates should have a strong understanding of humanitarian principles and frameworks, particularly in relation to sexual and reproductive health and gender-based violence.

Experience:
Candidates should have a minimum of five years of professional experience in humanitarian program coordination, with a focus on sexual and reproductive health. Experience in capacity development and knowledge transfer in a humanitarian context is highly desirable. Familiarity with the MISP and related frameworks is essential, along with experience working in complex emergency settings.

Languages:
Fluency in both French and English is mandatory, as these are the official languages of Djibouti. Knowledge of Arabic is considered an asset, as it may facilitate communication with local stakeholders and enhance program effectiveness.
