Job Overview:
The Programme Assistant position at UN Women involves providing comprehensive support to the Programme Team in the development and implementation of effective programs that align with UN Women’s rules and regulations. The role requires the Programme Assistant to report to the Head of Programmes and assist in various administrative, logistical, and programmatic tasks to ensure smooth program implementation. This includes supporting the preparation of program work plans, budgets, and proposals, as well as tracking the delivery of funds. The Programme Assistant will also be responsible for gathering and compiling data for documents and reports, ensuring that the program's financial management is efficient and transparent. The position is crucial for facilitating the operational aspects of the programs and ensuring that they are executed effectively and in compliance with UN Women’s standards.

Duties and Responsibilities:
The Programme Assistant will undertake a variety of duties, including:
  • Providing administrative and logistical support for program formulation and management, which involves preparing work plans, budgets, and proposals, tracking fund delivery, and supporting executing partners with routine delivery and reporting.
  • Assisting in the financial management of the Programme Unit by creating projects in the Quantum system, preparing budget revisions, and monitoring project finances.
  • Organizing logistical arrangements for meetings, workshops, and events, including travel arrangements for the Programme Team and drafting meeting minutes.
  • Supporting resource mobilization efforts by compiling documentation and information from donors and the program team.
  • Facilitating knowledge building and sharing by organizing training sessions for office personnel and partners on program and operations-related issues.
  • Performing other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
Candidates must possess a minimum of secondary education, with a Bachelor’s degree in business or public administration being desirable. The position requires at least 5 years of progressively responsible experience in administrative or program management/support. Proficiency in using multiple office software packages and experience with ERP systems, preferably Oracle Cloud, is also required. Additionally, experience in supporting a team is desirable, highlighting the need for strong organizational and communication skills.

Educational Background:
The minimum educational requirement for this position is the completion of secondary education. A Bachelor’s degree in business or public administration is preferred, indicating that candidates with higher education may have an advantage in the selection process.

Experience:
The role requires at least 5 years of progressively responsible experience in administrative or program management/support. This experience should include working in a computer environment with various office software packages and familiarity with ERP systems, particularly Oracle Cloud. Candidates should also have experience in supporting a team, which is essential for the collaborative nature of the work.

Languages:
Fluency in both English and Arabic is required for this position. This bilingual requirement ensures effective communication within the diverse environment of UN Women and with various stakeholders in Libya.
