Job Overview: The Senior Specialist in Workers' Activities is a pivotal role within the ILO Decent Work Technical Support Team for the Arab States (DWT-Beirut). This position is responsible for providing technical advisory services to enhance the capacity of workers' organizations in the region. The incumbent will work closely with the Director of ACTRAV at ILO headquarters and the Deputy Regional Director of DWT-Beirut, ensuring that workers' organizations are equipped to represent their members effectively. The role involves addressing emerging labor challenges, such as informality and labor migration, and promoting the principles of ILO standards. The Senior Specialist will lead initiatives to strengthen institutional capacity, democratic governance, and social dialogue among workers' organizations, ensuring they can fulfill their roles in promoting workers' interests.
Duties and Responsibilities:
Lead the Bureau of Workers Activities (ACTRAV) in managing financial, human, and other resources according to ILO standards.
Design and implement programs and policies to enhance the technical leadership of the ILO in workers' activities.
Provide thought leadership and policy advice to ILO constituents and stakeholders.
Facilitate the development of inclusive legal and policy frameworks for workers' activities.
Support workers' organizations in identifying needs and providing technical support.
Contribute to the design and implementation of Decent Work Country Programmes (DWCPs).
Conduct innovative research on emerging labor issues.
Oversee the quality control of major reports and publications. 1
Strengthen the capacity of workers' organizations to implement policies and measures. 1
Formulate development cooperation activities aligned with regional priorities. 1
Identify opportunities for partnerships to advance the Decent Work Agenda. 1
Maintain engagement with workers' organizations through consultations and field missions. 1

Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as economics, labor law, public administration, or social sciences. Alternatively, a first-level university degree (Bachelor’s or equivalent) with additional relevant experience may be accepted. Candidates should demonstrate excellent knowledge of industrial relations systems, collective bargaining, and trade union development. Strong managerial skills and the ability to engage effectively with diverse stakeholders are essential. Candidates should also have a comprehensive understanding of ILO's mandate and the ability to lead and inspire teams.
Educational Background: An advanced university degree (Master’s or equivalent) in economics, labor law, public administration, industrial relations, political science, social sciences, or a related field is required. A first-level university degree (Bachelor’s or equivalent) may be accepted with additional relevant experience.
Experience: At least ten years of experience at the international level working with workers' organizations and trade unions is required. This experience should include areas such as social dialogue, collective bargaining, and labor policy development. Candidates should have a proven track record in institutional capacity development and engagement with trade unions.
Languages: Excellent command of English and Arabic is mandatory. A working knowledge of French or Spanish is considered an advantage, enhancing communication with a broader range of stakeholders.
