Job Overview:
The National Project Officer will play a crucial role in supporting the day-to-day operations of the Climate Mobility Innovation Lab (CMIL) Africa. This position involves the implementation of various CMIL programs, including the Risk Index for Climate Displacement (RICD) and the Climate Catalytic Fund (CCF). The officer will be responsible for project management tasks, ensuring that activities are delivered on time and in alignment with IOM and donor requirements. The role requires collaboration with various stakeholders, including governmental authorities, NGOs, and community-based organizations, to enhance understanding and responses to climate-induced displacement. The officer will also contribute to the planning and execution of events such as the Regional CMIL Climate Mobility Symposium, ensuring effective communication and coordination among participants and partners. This position is vital for advancing IOM's mission to address the impacts of climate change on migration and displacement in Africa.

Duties and Responsibilities:
The National Project Officer will have a comprehensive set of responsibilities, including:

• Supporting the management and implementation of CMIL Africa projects, ensuring timely delivery and compliance with IOM and donor standards.
• Collaborating with key partners to organize the 1st Regional CMIL Climate Mobility Symposium, including logistical arrangements, program development, and post-event reporting.
• Assisting in the operational rollout of the Climate Catalytic Fund, including grant administration and monitoring of funded projects.
• Liaising with IOM Country Offices to support project implementation and alignment with national priorities.
• Coordinating engagement with external partners, including universities and NGOs, to develop methodologies and tools related to climate mobility.
• Supporting monitoring, evaluation, and learning activities, including tracking indicators and compiling lessons learned.
• Drafting technical reports and communication materials to enhance visibility and advocacy efforts for CMIL activities.
• Facilitating coordination with internal IOM support functions to ensure compliance and smooth project operations.
• Assisting in organizing capacity-building events and workshops on climate mobility and displacement risk. 1
• Contributing to risk analysis and contextual assessments related to climate impacts and displacement. 1
• Undertaking duty travel for project implementation and monitoring visits.

Required Qualifications:
Candidates must possess strong qualifications, including:

• Excellent verbal and written communication skills.
• Strong organizational and project management capabilities.
• Proven ability to collaborate effectively across multi-disciplinary teams.
• Understanding of climate migration and disaster resilience is an advantage.
• Ability to work independently while maintaining effective coordination with external partners.
• Experience in liaising with governmental authorities and international organizations.
• Familiarity with grant management and project development processes.
• Demonstrated experience in organizing international events and workshops.

Educational Background:
The educational requirements for this position include:

• A Master’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited institution, along with two years of relevant professional experience; or
• A Bachelor’s degree in the aforementioned subjects with four years of relevant experience. Candidates must have graduated from accredited universities recognized in the UNESCO World Higher Education Database.

Experience:
The position requires a minimum level of experience that includes:

• Experience in liaising with governmental authorities, national/international institutions, and NGOs.
• Experience working on climate change adaptation, disaster risk reduction, and humanitarian responses.
• Proven experience in organizing international events and workshops, including planning and post-event reporting.
• Demonstrated understanding of project development, implementation, monitoring, and evaluation.
• Experience in grant management and collaboration with various stakeholders in a multi-cultural setting.

Languages:
Fluency in English is mandatory for this position, both oral and written. Candidates will be evaluated on their proficiency in English during the selection process, which may include written and/or oral assessments. Knowledge of additional languages may be considered an asset but is not required.

The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. National Professional Officers must be nationals of the country of their employment.
