Job Overview:
The National Consultant for Country Portfolio Evaluation will play a crucial role in the evaluation team, contributing to various phases of evaluations under the oversight of the Regional Evaluation Specialist. The consultant's work will involve both in-person and remote engagements, requiring effective communication with the team during Asia and the Pacific working hours. The consultant will be responsible for reviewing relevant documents to inform the evaluation process, developing inclusive evaluation methodologies, and supporting data collection through interviews and focus group discussions. The consultant will also contribute to the analysis of evaluation results and assist in reporting findings, ensuring that all deliverables meet the high standards set by UN Women.

Duties and Responsibilities:
The consultant will be engaged in all phases of the evaluation process, including the inception phase, data collection, and reporting. Specific duties include reviewing and providing feedback on the inception report, developing and translating data collection tools, taking detailed notes during interviews and discussions, ensuring adherence to ethical guidelines, and contributing to the analysis of evaluation findings. The consultant will also be responsible for delivering high-quality outputs such as interview notes, contributions to reports, and presentations, all in accordance with UN Women’s GERAAS criteria. Additional tasks may be assigned by the supervisor as needed.

Required Qualifications:
Candidates must possess a Master's degree in a relevant field such as gender studies, development studies, sociology, political science, or social sciences. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. The consultant should have at least 5 years of experience conducting research, evaluations, reviews, or assessments with development organizations, demonstrating expertise in gender equality and women's rights. Knowledge of national development policies and experience working in Papua New Guinea are essential, along with strong facilitation and communication skills.

Educational Background:
A Master's degree in a relevant field is required, with a first-level university degree acceptable if combined with additional qualifying experience. The educational background should be in disciplines related to gender studies, development studies, sociology, political science, or social sciences, ensuring that the consultant has a solid foundation in the relevant areas of expertise.

Experience:
The position requires a minimum of 5 years of relevant experience in conducting evaluations, research, or assessments within development organizations. Candidates should have demonstrated expertise in gender equality and women's rights, as well as familiarity with the development context in Papua New Guinea. Experience in applying ethical evaluation standards and engaging with diverse stakeholders is also necessary, ensuring that the consultant can navigate the complexities of the evaluation process effectively.

Languages:
Fluency in English is mandatory, and the ability to communicate in Tok Pisin is considered an asset. Proficiency in these languages is essential for effective communication during the evaluation process and for engaging with local stakeholders.

  • Payments for the consultancy will be made upon the satisfactory completion of deliverables, and potential travel costs will be covered separately.
