The One EO initiative began its transition phase on January 1, 2026, as part of the UN80 reform initiative, which aims to consolidate common administrative functions across various Secretariat entities into unified service platforms. The One EO provides a comprehensive range of administrative and operational services required by New York-based Secretariat client entities to fulfill their mandates, including human resources management, financial administration, travel, and general administrative support. This position specifically provides administrative and operational support to the Department of Political and Peacebuilding Affairs (DPPA), Department of Peace Operations (DPO), Cluster I and II Special Political Missions, and other entities, reporting to a Finance Team Lead under the overall guidance of the Chief of the Desk.
Job Overview: The Finance and Budget Officer will play a crucial role in budget preparation and administration for the Special Political Missions (SPMs) administered by the DPPA. The officer will be responsible for preparing the resourcing part of the annual budgets, reviewing and finalizing cost estimates and budget proposals, and ensuring compliance with legislative mandates. The role requires providing detailed input for budget submissions, monitoring expenditures, and managing budget implementation. The officer will also provide advice and guidance to managers and staff on budgetary and financial policies, participate in inter-departmental meetings, and draft reports for management on budgetary issues. The position demands a proactive approach to ensure the integrity of financial and management systems and to support the representation of DPPA in meetings with legislative organs.
Duties and Responsibilities: The Finance and Budget Officer will be responsible for a wide range of duties, including: preparing the resourcing part of annual budgets for Cluster I and II SPMs, reviewing and finalizing cost estimates and budget proposals, monitoring allotments and authorizing sub-allotments, managing budget implementation, preparing budget performance submissions, and providing support to intergovernmental and expert bodies. The officer will also advise and train managers and staff on budgetary policies, participate in meetings related to resource requirements, and ensure compliance with regulations and established policies. Additional responsibilities include drafting reports, conducting research and analysis of budgetary policies, acting as Certifying Officer under Financial Rule 110.4, and representing DPPA in various meetings. The role may also involve planning, organizing, managing, and supervising the work of the assigned Unit/Section.
Required Qualifications: Candidates must possess a strong knowledge of financial and budgetary principles and practices, with the ability to develop budgetary procedures and guidelines. They should demonstrate professional competence and mastery of subject matter, be conscientious and efficient in meeting commitments, and show persistence when faced with challenges. The ideal candidate will have the ability to analyze and interpret data to support decision-making and convey information effectively to management. Teamwork and collaboration are essential, as is the ability to plan and organize work efficiently while taking accountability for responsibilities and outputs.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, finance, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of seven years of progressively responsible experience in finance, budget, accounting, audit, or a related area is required. Candidates should have experience in budget formulation and financial management for Special Political Missions in the United Nations or similar international organizations. Experience providing direct support to senior managers in defending budget proposals before legislative bodies is also necessary. Additionally, candidates should have experience working in a finance team of an Executive Office or similar administrative office within the UN or a comparable organization, as well as experience with budget formulation modules of Enterprise Resource Planning systems like Umoja BPC and financial reporting modules such as Umoja Analytics. Proficiency in Advanced Excel is desirable.
Languages: English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French is considered an asset but not mandatory for this role.
