Job Overview:
The Chief of Human Resources (P4) position at the United Nations University is a senior leadership role responsible for overseeing the human resources function across the organization. This position requires a strategic thinker who can align human resources policies and practices with the overall mission and goals of the UNU. The Chief of Human Resources will be expected to develop and implement HR strategies that foster a diverse and inclusive workplace, enhance employee engagement, and support talent management initiatives. The role involves collaborating with senior management to ensure that the organization attracts, retains, and develops a high-performing workforce. Additionally, the Chief of Human Resources will be responsible for managing HR operations, including recruitment, performance management, employee relations, and compliance with employment laws and regulations.

Duties and Responsibilities:
  • Develop and implement HR strategies and initiatives aligned with the overall business strategy of the UNU.
  • Oversee the recruitment process to attract and retain top talent, ensuring a diverse candidate pool.
  • Manage employee performance management systems, including setting performance standards and conducting evaluations.
  • Provide guidance and support to management on employee relations issues, ensuring compliance with labor laws and organizational policies.
  • Develop and implement training and development programs to enhance employee skills and career growth.
  • Monitor and analyze HR metrics to assess the effectiveness of HR initiatives and make data-driven decisions.
  • Foster a positive organizational culture that promotes employee engagement and well-being.
  • Ensure compliance with all relevant employment laws and regulations.
  • Lead and manage the HR team, providing coaching and support to HR staff.

Required Qualifications:
  • Proven experience in a senior HR leadership role, preferably within an international organization or a complex, multicultural environment.
  • Strong knowledge of HR best practices, employment laws, and regulations.
  • Excellent interpersonal and communication skills, with the ability to build relationships at all levels of the organization.
  • Demonstrated ability to develop and implement HR strategies that align with organizational goals.
  • Strong analytical skills and experience using HR metrics to drive decision-making.
  • Ability to manage multiple priorities and work effectively in a fast-paced environment.

Educational Background:
A Master's degree in Human Resources Management, Business Administration, Organizational Development, or a related field is required. Professional HR certification (e.g., SHRM-SCP, SPHR) is highly desirable.

Experience:
A minimum of 10 years of progressively responsible experience in human resources management, with at least 5 years in a leadership role. Experience in an international or multicultural setting is preferred.

Languages:
Fluency in English is mandatory. Knowledge of additional UN languages (such as French, Spanish, or Arabic) is an asset and will be considered a plus.

This position is a full-time role based in Putrajaya, Malaysia. The contract duration is subject to organizational needs and funding availability. The position may involve occasional travel for meetings and conferences.
