Job Overview:

The incumbent will work under the supervision of the Chief of Mission and the Field Security Support Officer, providing specialized support in security risk management. This role involves maintaining effective relationships with local authorities and the United Nations Department of Safety and Security (UNDSS) to gather and communicate vital security information. The Field Security Associate will also assist in developing and implementing security plans tailored to the IOM Chuuk Sub-Office, ensuring compliance with safety protocols and conducting training for staff on security awareness and preparedness. The position requires a proactive approach to managing security risks and facilitating safe operational environments for IOM activities.

Duties and Responsibilities:

• Maintain effective working relationships with the UNDSS office, host government agencies, and local authorities to obtain up-to-date security information beneficial to IOM operations in Chuuk.
• Assist the Field Security Support Officer in collecting, updating, and communicating information regarding the security situation in Chuuk.
• Support the development and implementation of specific security plans, including contingency and emergency response plans, and Standard Operating Procedures (SOPs).
• Ensure compliance with safety and security protocols among staff, including mandatory security training and obtaining necessary security clearances.
• Maintain updated staff lists and ensure the operability of communication systems, particularly SCAAN.
• Disseminate safety and security information to IOM personnel in a timely manner.
• Ensure all safety and security communications equipment is functioning and maintain a regular inventory.
• Report security incidents affecting IOM personnel and operations, including preparing security reports.
• Organize and conduct training courses on maritime security awareness and provide security orientation to new personnel. 1
• Conduct security briefings as required and support field missions by advising on safety and security matters.

Required Qualifications:

• University degree in Security, Social Sciences, International Studies, Communications, or a related field from an accredited institution, with three years of relevant professional experience; or a completed High School degree with five years of relevant professional experience.
• Relevant professional experience in the UN Security Management System (UNSMS) or an international NGO is advantageous.
• Experience in providing security coordination and administrative support for maritime operations is a plus.
• Military experience, particularly in the navy, is an advantage.
• Experience dealing with law enforcement agencies is beneficial.
• Proficiency in radio communications is highly desirable.
• Successful completion of the UNDSS Field Security Associate (FSA) course is desirable.

Educational Background:
Candidates must possess a university degree in a relevant field such as Security, Social Sciences, International Studies, or Communications from an accredited academic institution. Alternatively, a completed High School degree with significant relevant professional experience is acceptable. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of security management principles.

Experience:
The position requires a minimum of three years of relevant professional experience for candidates with a university degree, or five years for those with a high school diploma. Experience in the UN Security Management System or with international NGOs is preferred, as is experience in maritime operations and law enforcement. Candidates with military backgrounds, especially in naval operations, will have an advantage. Familiarity with radio communications and completion of the UNDSS Field Security Associate course will also be beneficial.

Languages:
Fluency in English and Chuukese is mandatory, both oral and written. Knowledge of any additional UN language is considered an advantage, enhancing the candidate's ability to communicate effectively in a diverse work environment.
