Job Overview:
The UN Resident Coordinator (RC) serves as the highest-ranking representative of the UN development system in Eritrea, responsible for leading the UN country team and ensuring accountability for the implementation of the UN Sustainable Development Cooperation Framework. The RC plays a crucial role in coordinating UN support to the government and other stakeholders, fostering partnerships, and advocating for the SDGs. The position requires a deep understanding of the UN's assets and capabilities, as well as the ability to engage with various partners, including government, civil society, and the private sector, to address national development challenges. The RC is also responsible for promoting human rights, gender equality, and sustainable development, while ensuring that the UN's work aligns with national priorities and needs.

Duties and Responsibilities:
The Resident Coordinator's duties include representing the UN at high levels of government, leading the UN country team in developing and monitoring the UN Cooperation Framework, coordinating system-wide support to the government, and advocating for the SDGs. The RC is tasked with conducting context and trend analysis, promoting UN values and principles, engaging with diverse partners, and facilitating knowledge-sharing and collaboration. The RC also oversees country financing instruments, manages security coordination, promotes staff learning, and ensures the implementation of strategies to prevent sexual exploitation and abuse. Additionally, the RC is responsible for integrating humanitarian efforts with development programming, managing the Resident Coordinator's Office, and enhancing strategic communication to promote the 2030 Agenda.

Required Qualifications:
Candidates must possess a Master's degree or equivalent postgraduate qualification in fields such as development studies, international relations, political science, economics, social sciences, human rights, or law. A first-level university degree with relevant experience may be accepted in lieu of an advanced degree. The position requires a minimum of 15 years of substantive experience in leadership roles at the international level, including five years in development, human rights, or humanitarian work at the country level. Previous experience as a Resident Coordinator or in security decision-making is desirable, along with strong diplomatic skills and the ability to engage with stakeholders effectively.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as development studies, international relations, political science, economics, social sciences, human rights, or law. Candidates with a first-level university degree and relevant experience may also be considered. This educational foundation is essential for understanding the complexities of international development and the UN's role in promoting sustainable development.

Experience:
The position requires a minimum of 15 years of substantive experience in leadership roles at the international level, with at least five years of cumulative experience in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside of one's own country. Previous experience as a Resident Coordinator is desirable, as is experience in security decision-making in complex environments. Candidates should demonstrate excellent judgment, strong diplomatic skills, and the ability to build trust with stakeholders.

Languages:
English is required for this position, with a minimum proficiency of UN Level III in reading, writing, listening, and speaking. French is also a working language of the UN, and proficiency in Arabic is desirable. Candidates should refer to the UN Language Framework for specific language skill requirements.

Additional Notes:
The start date for this position is January 2027, unless the incumbent is reassigned before that date. The assignment duration for D duty stations is typically three years, subject to change based on the hardship classification of the duty station.
