Job Overview:
The Communication and Outreach Consultant will play a crucial role in supporting the African Ministerial Conference on the Environment (AMCEN) by enhancing communication and outreach activities. This position is vital for increasing awareness of AMCEN's priorities, decisions, and achievements among various stakeholders, including Member States, development partners, media, civil society, youth, and academia. The consultant will be responsible for developing a comprehensive communication strategy, creating multimedia content, and ensuring effective dissemination of information related to AMCEN's initiatives. The role requires a proactive approach to engage with different audiences and promote environmental policies effectively. The consultant will work under the direct supervision of the Regional Director for the Regional Office for Africa (ROA) and will be expected to deliver high-quality outputs within a specified timeframe.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Developing an inception report and work plan within the first two weeks of engagement.
  • Drafting technical documents such as briefs, reports, and policy notes to support AMCEN's objectives.
  • Documenting meetings by preparing agendas, summaries, and outcomes to ensure clear communication of discussions and decisions.
  • Producing monthly progress reports to track the implementation of communication strategies and outreach activities.
  • Compiling a final report that summarizes outputs, recommendations, and lessons learned from the consultancy.
  • Creating a comprehensive AMCEN communications and visibility strategy that aligns with the organization's goals.
  • Developing communication packages for AMCEN meetings and special events, including multimedia products like infographics, videos, and visual content to enhance engagement and understanding.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Communications, Journalism, Public Relations, Media Studies, International Relations, Environmental Policy, or a related field. Alternatively, a first-level university degree combined with an additional two years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, successful completion of degree and non-degree programs in data analytics or data science is desirable, indicating a strong foundation in data-driven communication strategies.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as Communications, Journalism, Public Relations, Media Studies, International Relations, or Environmental Policy. Candidates with a first-level university degree and significant experience may also be considered. The role may also benefit from candidates who have completed programs in data analytics or data science, highlighting the importance of data in communication efforts.

Experience:
A minimum of five years of experience in communications, public information, media relations, or strategic communications is required for this position. This experience should demonstrate a proven track record of developing and implementing effective communication strategies, engaging with diverse stakeholders, and producing high-quality content that resonates with various audiences. Candidates should also have experience in managing communication projects and working in international or multicultural environments.

Languages:
Fluency in oral and written English is mandatory for this position, as it is the primary language of communication within UNEP and among its stakeholders. Knowledge of French is considered an asset, as it may facilitate communication with French-speaking Member States and partners, enhancing the consultant's ability to engage with a broader audience.
