Job Overview:
The position of Pharmacist to support the development of the National System for Monitoring the Quantity and Stock of Medicines is crucial for ensuring the effective management and distribution of pharmaceuticals within Montenegro. The pharmacist will be responsible for providing expert guidance and support in the establishment of a robust monitoring system that tracks the availability and stock levels of medicines across the country. This role requires a deep understanding of pharmaceutical practices, inventory management, and health system strengthening. The pharmacist will collaborate with various stakeholders, including government health agencies, healthcare providers, and international organizations, to develop strategies that enhance the efficiency and effectiveness of the national pharmaceutical supply chain. The assignment is set to begin on September 1, 2026, and will last for one year, requiring a total of 160 consultancy days. The pharmacist will also be expected to contribute to capacity-building initiatives and provide training to local staff on best practices in pharmaceutical management.

Duties and Responsibilities:

• Develop and implement a comprehensive national system for monitoring the quantity and stock of medicines, ensuring alignment with international standards and best practices.
• Collaborate with government health authorities and other stakeholders to assess current pharmaceutical supply chain practices and identify areas for improvement.
• Provide technical assistance and guidance in the development of policies and procedures related to pharmaceutical inventory management.
• Conduct training sessions and workshops for healthcare professionals and staff involved in the management of medicines to enhance their skills and knowledge.
• Monitor and evaluate the effectiveness of the implemented system, making necessary adjustments based on feedback and data analysis.
• Prepare detailed reports on the status of the pharmaceutical supply chain, including recommendations for policy changes and improvements.
• Engage in continuous communication with UNDP and other partners to ensure transparency and collaboration throughout the project.

Required Qualifications:
Candidates must possess a valid pharmacy license and have a strong background in pharmaceutical sciences. Additionally, experience in health system strengthening, particularly in the area of pharmaceutical management, is essential. The ideal candidate should demonstrate excellent analytical skills, the ability to work collaboratively with diverse teams, and a commitment to improving healthcare outcomes. Strong communication skills, both written and verbal, are necessary to effectively convey complex information to various stakeholders. Knowledge of the Montenegrin healthcare system and previous experience working with international organizations will be considered an asset.

Educational Background:
A degree in Pharmacy or a related field is required. Advanced degrees such as a Master's in Public Health or Pharmaceutical Sciences will be highly regarded. Continuous professional development and certifications related to pharmaceutical management or health systems are also beneficial.

Experience:
A minimum of 5 years of professional experience in pharmacy practice, with a focus on pharmaceutical supply chain management and health system strengthening. Experience working with international organizations, particularly in consultancy roles, is preferred. Proven track record of successfully implementing monitoring systems or similar projects in the healthcare sector is essential.

Languages:
Fluency in Montenegrin is mandatory, while proficiency in English is highly desirable. Knowledge of additional languages, particularly those spoken in the Balkan region, will be considered an advantage.
