Job Overview: The Programme Associate for the Community Feedback Mechanism (CFM) will play a crucial role in ensuring the quality and effectiveness of WFP’s CFM in the Ukraine Country Office. This position involves managing the implementation of CFM processes and structures that align with WFP’s core objectives, which include upholding accountability to affected populations, quickly identifying and mitigating risks, and adapting programming to enhance the effectiveness of WFP assistance. The role requires a proactive approach to engage with affected populations, ensuring their participation in decision-making processes and addressing their needs effectively. The position is vital in the context of the ongoing war in Ukraine, which has led to significant humanitarian challenges, including food insecurity and displacement. The Programme Associate will work closely with various stakeholders to ensure that the feedback mechanism is responsive and effective in addressing the concerns of those affected by the crisis.
Duties and Responsibilities: The Programme Associate will be responsible for several key areas:
CFM Governance and Compliance: Ensure compliance with corporate guidelines related to CFM design and implementation, maintain an effective escalation mechanism for high-risk cases, and report allegations of misconduct.
Community Consultation for CFM: Regularly assess user satisfaction and effectiveness of CFM channels, support the development of CFM Standard Operating Procedures, and promote awareness of CFM among affected populations.
Additional duties as required to support the overall objectives of WFP in Ukraine.
Required Qualifications: Candidates must possess excellent customer care and communication skills, with the ability to interact professionally with diverse populations. A strong understanding of humanitarian standards and community engagement practices is essential. Proficiency in Microsoft Excel and qualitative analysis skills are required, along with experience in customer relationship management systems. The ability to coordinate with stakeholders and represent organizational interests is crucial, as is the capacity to work under pressure and meet targets in a high-stress environment.
Educational Background: The minimum educational requirement is completion of secondary school education, with a post-secondary certificate in a related area. A first university degree in social sciences, statistics, development economics, project management, monitoring and evaluation, or a related field is preferred.
Experience: Candidates should have six or more years of progressively responsible work experience in areas such as complaint and feedback mechanisms, accountability to affected populations, or protection in humanitarian settings. Experience with UN agencies or humanitarian organizations is advantageous. Post-secondary education can compensate for some years of experience, allowing for eligibility with a combination of relevant work experience and higher education qualifications.
Languages: Fluency in both English and Ukrainian is mandatory, with a proficiency level of C. Additional language skills may be considered an asset but are not required.
Additional Notes: This position is offered under a Service Contract for a duration of 12 months, with the possibility of renewal. It is specifically open to Ukrainian nationals or residents with a legal work permit.
